Description

Toronto City Council will be considering recommendations to adopt amendments to City of Toronto Municipal Code Chapter 441, Fees and Charges, and Toronto Municipal Code, Chapter 442, Fees and Charges, Administration of.

It is proposed that the amendments be adopted at the City Council meeting to be held on December 16 and 17, 2020, or at a subsequent meeting. If adopted by City Council, the amendments to City of Toronto Municipal Code Chapter 441, Fees and Charges, will:

1.    Establish a fee to be applied when an application to re-evaluate an apartment building is submitted as detailed in Table 1.

2.    Establish a fee for the replacement of an apartment building rating sign, as detailed in Table 2.

3.    Waive the fees in Tables 1 and 2 for the following social housing providers:

a.    Toronto Community Housing Corporation;

b.    Non-profit providers of assisted or social housing under a program administered by the City of Toronto; and

c.    Dedicated supportive housing providers funded by the Province of Ontario.

4.    Come into effect on June 1, 2021.

If adopted by City Council, the amendments to City of Toronto Municipal Code, Chapter 442, Fees and Charges, Administration of will:

1.    Amend Section 442-6 to state that a service set out in Appendix C, Schedule 12 of Chapter 441, Fees and Charges that has been provided by the City or on the City's behalf shall be paid for by the person or persons receiving the service whether or not they requested the service.

2.    Come into effect once adopted by City Council.

At its meeting to be held via video conference on Tuesday, December 8, 2020 at 9:30 a.m., or as soon as possible thereafter, the Planning and Housing Committee of Toronto City Council will hear from any person or by his or her counsel, agent, or solicitor, who wishes to speak to the matter.

The proposed amendments are subject to the decisions of the Planning and Housing Committee and City Council. Consequently, the proposed amendments may be modified. Additional or other amendments to the above-noted By-law, including amendments not contemplated or considered in the proposal by Municipal Licensing and Standards staff, may occur as a result of the decisions of the Committee and City Council.

Any comments received after the Committee meeting will be forwarded to City Council.

While the staff report sets out proposed changes, the Committee and/or City Council may change these proposals and adopt additional or other amendments that differ from the recommendations set out in the report. The proposed amendments are subject to the decision of the Committee and the decision of City Council.  

If this matter is postponed at the Committee meeting or City Council meeting or considered at a subsequent Committee or City Council meeting, no additional notice will be provided other than the information on the subsequent Committee or City Council agenda. The Planning and Housing Committee will make its final recommendations on December 8, 2020 which will be forwarded to City Council for its meeting December 16 and 17, 2020.
