City Council Decision

City Council on October 24 and 25, 2011, adopted the following:

 

1.         City Council exempt the Yonge-Dundas Square Board of  Management from Item EX 4.7, Recommendation 12, adopted by City Council at its meeting on April 12 and 13, 2011, regarding the minimum size and composition of City agencies and corporations, so that its composition will be a total of 15 members comprised of: the Councillor for Ward 27, Toronto Centre-Rosedale; 2 members of the Downtown Yonge BIA nominated by the BIA; 5 citizens; 1 member nominated by Ryerson University; 1 member nominated by a local resident's association; 1 member nominated by the Corporation of Massey Hall and Roy Thomson Hall; 1 employee of the Toronto Parking Authority (ex-officio, no voting rights); 1 employee of the Toronto Police Service (ex-officio, no voting rights); and 2 City staff (ex-officio, no voting rights), to reflect its role as a public-private partnership operating a public square that acts as a focal point for the downtown area.

 

2.         City Council appoint the individuals listed in Confidential Attachment 1 to the Yonge-Dundas Square Board of Management, at the pleasure of Council, for a term of office ending on November 30, 2014 and until successors are appointed.

 

3.         City Council waive Section 2.1 of the Public Appointments Policy which requires that all board members be residents of Toronto, for the purpose of appointing the nominee in Confidential Attachment 1 from the Downtown Yonge BIA, consistent with City policy for BIA board membership.

 

4.         City Council authorize the City Clerk to make the appointees' names public once appointed by Council and the appointees have been notified.

 

5.         City Council identify the candidate listed in Confidential Attachment 2 as an alternate for the Civic Appointments Committee to consider for appointment should a vacancy occur during the term.

 

6.         City Council direct that the name of the candidate identified as an alternate remain confidential until appointed as a member, as required under the Public Appointments Policy.

 

City Council has appointed the following persons to the Yonge-Dundas Square Board of Management:

-           Ritu Bhasin

-           Ash Vaidya

-           Nicholas Kadysh

-           Neil Miller, Downtown Yonge Business Improvement Area Board of Management Representative

-           Ken Rutherford, CA, Downtown Yonge Business Improvement Area Board of Management Representative

-           Jesse Kumagai, Corporation of Massey Hall and Roy Thompson Hall Representative

-           Janet Hercz, Ryerson University Representative

-           Ian Gemmell, McGill Granby Residents' Association Representative

 

Confidential Attachment 2 remains confidential in its entirety at this time, in accordance with the provisions of the City of Toronto Act, 2006, as it relates to personal matters about an identifiable individual being considered for appointment to the Yonge-Dundas Square Board of Management.  The alternate's name will be made public if appointed to the Yonge-Dundas Square Board of Management.

Committee Recommendations

The Civic Appointments Committee recommends that:

 

1.         City Council appoint the individuals listed in Confidential Attachment 1 to the Yonge-Dundas Square Board of Management, at the pleasure of Council, for a term of office ending on November 30, 2014 and until successors are appointed.

 

2.         City Council waive Section 2.1 of the Public Appointments Policy which requires that all board members be residents of Toronto, for the purpose of appointing the nominee in Confidential Attachment 1 from the Downtown Yonge BIA, consistent with City policy for BIA board membership.

 

3.         City Council authorize the City Clerk to make the appointees' names public once appointed by Council and the appointees have been notified.

 

4.         City Council identify the candidate listed in Confidential Attachment 2 as an alternate for the Civic Appointments Committee to consider for appointment should a vacancy occur during the term.

 

5.         City Council direct that the name of the candidate identified as an alternate remain confidential until appointed as a member, as required under the Public Appointments Policy.

Decision Advice and Other Information

The Civic Appointments Committee recessed its public session and met in closed session to consider confidential information on this Item related to personal matters about identifiable individuals being considered for appointment to the Yonge-Dundas Square Board of Management.

Summary

The Civic Appointments Committee Panel 1 submits its recommendations on appointments to the Yonge-Dundas Square Board of Management.

That Civic Appointments Committee adopt the staff recommendations contained in the (September 27, 2011 report from the City Manager:

 

1.         City Council appoint the individuals listed in Confidential Attachment 1 to the Yonge-Dundas Square Board of Management, at the pleasure of Council, for a term of office ending on November 30, 2014 and until successors are appointed, as nominated by the following interest groups: the Downtown Yonge Business Improvement Area (BIA), Ryerson University, the Corporation of Massey Hall and Roy Thompson Hall and the McGill Granby Village Residents' Association.

 

2.          City Council waive Section 2.1 of the Public Appointments Policy which requires that all board members be residents of Toronto, for the purpose of appointing the nominee in Item 1 of Confidential Attachment 1 from the Downtown Yonge BIA, consistent with City policy for BIA board membership.

 

3.          City Council authorize the City Clerk to make the appointees' names public once appointed by Council and the appointees have been notified.
