City Council Decision

City Council on February 7 and 8, 2011, referred Item CD1.6 to the Mayor with requests that:

 

1.          the Mayor establish a Mayor's Task Force on Childcare Development to be chaired by Councillor Mammoliti;

 

2.         the Mayor's Task Force on Childcare Development report through the Executive Committee to City Council for its July 2011 meeting; and

 

3.          the Mayor's Task Force on Child Care Development include the following parameters for the work of the Task Force, as recommended the Community Development and Recreation Committee:

 

a.         City Council charge the Task Force with identifying and assessing options for expanding high quality, affordable and accessible childcare, that is part of an integrated system of early childhood development and diversifying childcare delivery models to meet the future needs of Toronto’s families in the context of other governmental legislative changes and policy initiatives.

 

b.         City Council include in the membership of the Task Force a broad cross-section of stakeholders, including, but not limited to, government, business, labour, education, academia, childcare service providers, community-based service sector and parents/families.

 

c.         City Council direct the General Manager of Children’s Services and the Executive Director of Social Development, Finance and Administration to jointly develop the Terms of Reference for the Task Force to be submitted to City Council for approval.

 

d.         City Council direct that the General Manager, Children's Services, seek input from the Interdivisional Committee on Integrated Children's Services, the Child Care Advisory Committee, the Toronto Coalition for Better Child Care, the Best Start Network, child care and early childhood education experts and other appropriate stakeholder groups, and report to the March 25, 2011, meeting of the Community Development and Recreation Committee on the mandate and membership of the proposed Child Care Development Task Force.

 

e.         City Council include all Toronto school boards in the membership of the Childcare Development Task Force.

Councillor Perks referred to Section 27-78(J) of the Council Procedures By-law which states that a motion to refer may not have the effect of defeating the motion. He requested the Speaker to rule on whether motion 2 by Councillor Mammoliti is in order given this provision.

Committee Recommendations

The Community Development and Recreation Committee recommends that:

 

1.         City Council establish a Task Force on Childcare Development, to report through the Community Development and Recreation Committee effective upon terms of reference approved by Council.

 

2.         City Council include in the composition of the Task Force the Chair of the Community Development and Recreation Committee by right of office (Councillor Mammoliti) or his or her designate.

 

3.         City Council charge the Task Force with identifying and assessing options for expanding high quality, affordable and accessible childcare, that is part of an integrated system of early childhood development and diversifying childcare delivery models to meet the future needs of Toronto’s families in the context of other governmental legislative changes and policy initiatives.

 

4.         City Council include in the membership of the Task Force a broad cross-section of stakeholders, including, but not limited to, government, business, labour, education, academia, childcare service providers, community-based service sector and parents/families.
