City Council Decision
City Council on May 17, 18 and 19, 2011, adopted the following:
1. City Council not implement a moratorium on film permits for all fraternity houses in residential areas.
2. City Council direct that location film permitting be resumed, for the specified fraternity houses on which a temporary moratorium was placed, in accordance with the provisions of the filming By-law, Chapter 459 of the Toronto Municipal Code (TMC), and the supporting City Council approved Guidelines for Filming.

Committee Recommendations
The Executive Committee recommends that:
1. City Council not implement a moratorium on film permits for all fraternity houses in residential areas.
2. City Council direct that location film permitting be resumed, for the specified fraternity houses on which a temporary moratorium was placed, in accordance with the provisions of the filming By-law, Chapter 459 of the Toronto Municipal Code (TMC), and the supporting City Council approved Guidelines for Filming.
Origin
Summary
The Toronto Film Board on September 30, 2010, considered a report (September 7, 2010) from the Film Commissioner, recommending that:
1. A moratorium on film permits for all fraternity houses in residential areas not be implemented since City Council at its meeting of August 25, 26 and 27 met the conditions of Councillor Vaughan's motion;
2. Location film permitting be resumed, for the specified fraternity houses on which a temporary moratorium was placed, in accordance with the provisions of the Filming By-law, Chapter 459 of the Toronto Municipal Code (TMC), and the supporting City Council approved Guidelines for Filming; and
3. The Toronto Film and Television Office (TFTO) and Municipal Licensing and Standards communicate regularly and closely monitor the situation relating to fraternity and sorority houses.
The Film Board also considered a communication (June 14, 2010) from City Council advising that City Council on June 8 and 9, 2010, referred Motion MM50.10 to the Toronto Film Board for consideration at its meeting on September 30, 2010.
