City Council Decision
City Council on February 7 and 8, 2011, adopted the following:
1. City Council request the Toronto Police Services Board to request the Chief, Toronto Police Service, to create a strategy to enforce sidewalk cycling related by-laws in the City of Toronto.
2. City Council request the Toronto Police Services Board to request the Chief, Toronto Police Service, to review, in consultation with Transportation Services, ticketing procedures for sidewalk cycling infractions.
3. City Council request the Toronto Police Services Board to request the Chief, Toronto Police Service, to investigate options to step up enforcement of illegal parking and stopping in designated bike lanes.

Committee Recommendations
The Public Works and Infrastructure Committee recommends that:
1. City Council request the Toronto Police Services Board to request the Chief, Toronto Police Service, to create a strategy to enforce sidewalk cycling related by-laws in the City of Toronto.
2. City Council request the Toronto Police Services Board to request the Chief, Toronto Police Service, to review, in consultation with Transportation Services, ticketing procedures for sidewalk cycling infractions.
3. City Council request the Toronto Police Services Board to request the Chief, Toronto Police Service, to investigate options to step up enforcement of illegal parking and stopping in designated bike lanes.
Decision Advice and Other Information
The Public Works and Infrastructure Committee requested that:
a. The General Manager, Transportation Services, develop a strategy for snow removal on designated Bikeways, and on future separated bike lanes, and report this strategy back to the Public Works and Infrastructure Committee.
b. The General Manager, Transportation Services, create a strategy for accelerating the repair of utility cuts on designated Bikeways, and report this strategy back to the Public Works and Infrastructure Committee.
Origin
Summary
Cycling in Toronto is increasingly becoming a more common mode of transportation. Expanding cycling infrastructure and resultant opportunities to cycle, combined with increasing numbers of cyclists, creates a greater responsibility to enforce our by-laws regulating the use of bicycles, particularly on municipal sidewalks. Doing so will enable us to achieve the paramount goal of enhancing safety for all pedestrians and cyclists.

Motions
That:
1. City Council request the Toronto Police Services Board to request the Chief, Toronto Police Service, to investigate options to step up enforcement of illegal parking and stopping in designated bike lanes.
2. The Public Works and Infrastructure Committee request that the General Manager, Transportation Services, develop a strategy for snow removal on designated Bikeways, and report this strategy back to the Public Works and Infrastructure Committee.
3. The Public Works and Infrastructure Committee request that the General Manager, Transportation Services, create a strategy for accelerating the repair of utility cuts on designated Bikeways, and report this strategy back to the Public Works and Infrastructure Committee.
That City Council request Deputy City Manager Richard Butts, the City Solicitor and the Toronto Police Services Board to report and make recommendations no later than the May 26, 2011 meeting of Public Works and Infrastructure Committee on the creation of a “Bicycle Enforcement Unit” which would be responsible for enforcement of all current regulations and ensure the safety of cyclists, motorists and pedestrians on city streets and sidewalks.
That Part 2 of Motion 1 by Councillor Layton be amended by adding the words "and on future separated bike lanes" after the words "Bikeways", so that it reads:
“2. The Public Works and Infrastructure Committee request that the General Manager, Transportation Services, develop a strategy for snow removal on designated Bikeways, and on future separated bike lanes, and report this strategy back to the Public Works and Infrastructure Committee.”
