City Council Decision
City Council on March 5, 6 and 7, 2012, adopted the following:
1. City Council request the Deputy City Manager, Cluster A to summarize and examine the issues raised in deputations on this Item and forward this and other related information to the Government Management Committee for consideration at its meeting on March 28, 2012, including the key terms and conditions, staffing changes and security protocol in the Impact Cleaning custodial contract for Police Stations, and the evaluation process used in the award of this contract.
2. City Council defer further action on the RFQ with respect to custodial services at Toronto Police Services Communication Building at 703 Don Mills Road and custodial services at various Children's Services locations until Government Management Committee has considered the report referenced in Part1 above.
3. City Council forward this Item to the Toronto Police Services Board for information.

March 6, 2012 – 12:24 p.m. - Speaker Nunziata advised that City Council had completed its closed session consideration of Item CD10.2 on The Social Impact of Lower Wage Jobs. No motions were moved in the closed session. Council would now have the public debate on this item.
That :
1. City Council amend Recommendation 1 of the Community Development and Recreation Committee by adding the words, "including the key terms and conditions, staffing changes and security protocol in the Impact Cleaning custodial contract for Police Stations, and the evaluation process used in the award of this contract."
so that Recommendation 1 now reads:
1. Requested the City Manager, in consultation with the Executive Director, Social Development, Finance and Administration, to research and report back to the Community Development and Recreation Committee on the state of undocumented workers in Toronto and Federal policies and programs related to undocumented workers without a criminal record, including the possibility of offering amnesty to those workers and their families.
