Committee Decision
The Community Development and Recreation Committee requested that the General Manager, Children's Services:
1. Report to the June 26, 2012 meeting of the Community Development and Recreation Committee on the status of Phase 3 Full Day Kindergarten implementation and the proposed transition plans for each ward in a manner that respects the confidentiality requirements of each operator.
2. Brief individual Councillors on their ward transition plans, prior to the report being considered by Committee.
3. Submit the panel presentations to the City Manager's Office to be considered in the service study on Children's Services being conducted.

Summary
Panel presentation from experts, researchers, professional and sector associations in the field of early childhood education and child care. Presentations will focus on best practices and comparative analysis of early childhood education and care in other jurisdictions, research findings on quality of care issues, current challenges facing the child care and early childhood education sector in Toronto, and economic benefits of child care services.
Panellists include:
- Jane Bertrand, to speak on the impact on brain development and on child care in other jurisdictions;
- Dr. Michael Krashinsky, to speak on the evidence supporting public or non-profit child care providers and comparing commercial child care services to those of the public and non-profit sectors;
- Dr. Michal Perlman, to speak on research findings around quality of care issues, including how quality is measured and the evidence base for high-quality programs;
- Peter Frampton, to speak on current challenges facing the child care sector in Toronto, including the impact of Full Day Kindergarten;
- Robert Fairholm, to speak on the economic benefits of child care to the family and society and;
- Eduarda Sousa, to speak from the professional association perspective on the importance of training and registration for early childhood educators, the need for decent wages, and how these factors link to quality child care.

Motions
1.
