City Council Decision

City Council on May 8 and 9, 2012, adopted the following:

 

1.         City Council approve the Agreement between the City of Toronto and the Toronto District School Board (TDSB) for the use of school pools from June 1, 2012 through to June 30, 2017.

 

2.         City Council request the General Manager, Parks, Forestry and Recreation to work with the Toronto District School Board to develop a mechanism for a "one Window" system for community pool permits, including posting necessary information.

 

3.         City Council request the General Manager, Parks, Forestry and Recreation to work with the Aquatic Working Group, Let's Make Waves, Toronto Lands Corporation and the pool community at each of the sites to maximize swimming and additional revenue opportunities in the 33 pools.

 

4.         City Council request the General Manager, Parks, Forestry and Recreation to work with Aquatic Working Group, Let's Make Waves, the Toronto District School Board, the Toronto Lands Corporation and the swimming community to develop a sustainable aquatics strategy for the City of Toronto.

 

5.         City Council extend thanks to the staff at the City and the Toronto Lands Corporation for the pool agreement and for finding savings in the City operation, and thanks to the community members and volunteers who continually advocate for strong swim programs in the City of Toronto.

 

6.         City Council request the General Manager of Parks, Forestry and Recreation to undertake discussions with the Toronto District School Board to facilitate access for City of Toronto programs before 6 p.m. by mutual agreement.

 

7.         City Council request the General Manager of Parks, Forestry and Recreation to work with the Toronto District School Board to ensure consistent caretaking standards for each pool.

 

8.         City Council request the General Manager of Parks, Forestry and Recreation to work with the Toronto District School Board to develop an aquatics strategy that is based on the goal of ensuring that all children in the City of Toronto learn to swim.

 

9.         City Council request the Toronto District School Board to continue maximizing the day-time use of school pools to facilitate access to swimming for students in neighbouring schools.

 

10.       City Council request the General Manager of Parks, Forestry and Recreation to report to the Community Development and Recreation Committee on September 19, 2012 on the status of the "Swim to Survive" program.

Committee Recommendations

The Community Development and Recreation Committee recommends that:

The Community Development and Recreation Committee:

 

1.         Requested that the Budget Committee on Friday April 27, 2012 give consideration in its deliberation on agenda item BU24.3 to allocate the savings from the Toronto District School Board/City School Pools Agreement to contribute to fulfilling the intent of the Council motion on pools from the Council Meeting on January 17, 2012.

Summary

This report requests the approval of the updated Agreement between the Toronto District School Board (TDSB) and the City of Toronto (City) for the City's Use of School Pools. It will provide for the continuation of City delivered community swimming opportunities in 33 TDSB schools - after school hours and on weekends September through June, and full hours of use for summer months.  The Agreement will also flow the funding for the TDSB to continue provision of swimming for children during the school day. The fees have been reduced by $285.3 thousand less than approved in the 2012 Community Recreation operating budget. The most recent Agreement called The Letter of Understanding between the City of Toronto and the Toronto District School Board for School Pools expires May 30th, 2012.  The renewal of this agreement provides updated terms for the next five years, and will expire June 30th, 2017.
