EX19.2 - Establishing a National Urban Park in the Rouge Valley

City Council Decision

City Council on May 8 and 9, 2012, adopted the following:

 

1.         City Council amend the Scope of Co-operation set out in the Statement of Intent in the report (March 29, 2012) from the Deputy City Manager, Cluster B to include Financial Management as an additional issue of mutual interest to be addressed.

 

2.         City Council endorse the Statement of Intent (Attachment One of the report (March 29, 2012) from the Deputy City Manager, Cluster B), as amended by Part 1 above, which commits the City to collaborate with the Government of Canada and other public landholders towards the establishment of a national urban park in the Rouge Valley.

 

3.         City Council authorize the Deputy City Manager, and appropriate City staff, to represent the City in the national urban park establishment process (Attachment Two of the report (March 29, 2012) from the Deputy City Manager, Cluster B), and report back on the results of the establishment process, including how City interests have been addressed.

 

4.         City Council request the Mayor to consult with the Federal Minister of the Environment and the Federal Minister of Finance to discuss possible opportunities for the Toronto Zoo to be incorporated into the National Urban Park, and the possibility for the Federal Government to assume jurisdiction of the Toronto Zoo, so that it can be established as a national zoo.

 

5.         City Council request the City Manager, on behalf of City Council, to write to the Premier of Ontario and all provincial parties requesting that the lands in the "Greenbelt" be established as a provincial urban park, with the exception of the lands in the Rouge Valley, so as to establish a much needed urban park in the Greater Toronto Area, and provide a copy of the letter to all Members of Council

Committee Recommendations

The Executive Committee recommends that:

 

1.         the Scope of Cooperation set out in the Statement of Intent in the report (March 29, 2012) from the Deputy City Manager, Cluster B be amended to include Financial Management as an additional issue of mutual interest to be addressed.

 

2.         City Council endorse the Statement of Intent (Attachment One of report (March 29, 2012) from the Deputy City Manager, Cluster B), as amended by Recommendation 1, which commits the City to collaborate with the Government of Canada and other public landholders towards the establishment of a national urban park in the Rouge Valley.

Summary

In 2011, the Government of Canada announced its commitment to work towards the creation of a national urban park in the Rouge Valley. The federal government is engaging the City of Toronto and other public landholders, as well as stakeholders and First Nations, to work towards establishing the first national urban park.

 

The purpose of this report is to obtain City Council's endorsement of a Statement of Intent, committing the City to work in collaboration with the federal government and other public landholders on a recommendation on the park boundaries and to take the necessary steps that would be required to establish the Rouge National Urban Park.
