Committee Decision

The Executive Committee requested the City Manager to:

 

 1.        investigate the problem of human trafficking in Toronto and provide a report to the Executive Committee, including recommendations to:

 

a.         strengthen protection of vulnerable women and children from human traffickers;

           

b.         improve services available to rehabilitate victims of human trafficking; and

 

             c.        reduce human trafficking in the City of Toronto.

 

2.         report  to the Executive Committee on the formulation of a policy that would prohibit City advertising in publications that allow advertising that could contribute to human trafficking.

Summary

Human trafficking is now the second-largest organized crime worldwide and the black market in human trade is worth $32 billion annually, more than Google, Nike and Starbucks combined.  Hundreds of Canadian women and children are lured into prostitution daily, and victims are trafficked across Canada.  Recent media attention has been given to a case involving human trafficking in labourers, demonstrating the importance of addressing and understanding this issue.

 

Toronto serves as a major hub for trafficking across the country, though the extent of human trafficking in the City is not as well known as it should be.  Understanding how human trafficking is taking place is critical so that the City of Toronto can work to address this complex issue.
