City Council Decision
City Council on April 10 and 11, 2012, adopted the following:
1. City Council request the 2015 Pan Am Games Organizing Committee to ensure that the criteria for awarding municipal contracts for the Pan Am Games include a stipulation in the agreement for social procurement that benefits local communities.
2. City Council request the City Manager, in consultation with City Divisions, to develop a framework for implementation of best practices, targets, benchmarks, and an ongoing process beyond 2015.

Committee Recommendations
The Government Management Committee recommends that:
1. City Council request the 2015 Pan Am Games Organizing Committee to ensure that the criteria for awarding municipal contracts for the Pan Am Games include a stipulation in the agreement for social procurement that benefits local communities.
2. City Council request the City Manager, in consultation with City Divisions, to develop a framework for implementation of best practices, targets, benchmarks, and an ongoing process beyond 2015.

Summary
The 16 municipalities including The City of Toronto which are going to host venues for the 2015 Pan Am Games are going to see an investment of over $2.4 billion.
In terms of athletes, number of nations sending teams, the Pan Am Games will be bigger than the Vancouver Olympics.
This provides an excellent opportunity for companies bidding on municipal contracts to provide community benefits. This could mean the hiring of marginalized workers, training street kids, using environmentally friendly products, paying a living wage, or developing partnerships with local charities. The form will be their choice. What is not their optional is whether they will share the benefits with the local community.
The Pan Am Games organizers have the opportunity to raise the bar when buying goods and services. Instead of using the standard criteria - price and quality - it has the leverage to demand Pan Am bidders invest in the broader community.
Last month Ian Troop, CEO of the Pan Am Games organizing Committee announced diversity and inclusion would be "embedded in every aspect of the Games".
