City Council Decision
City Council on October 2, 3 and 4, 2012, adopted the following:
1. City Council amend the Rules for Speaking contained in the Council Procedures by eliminating the two-minute extension, leaving a maximum speaking time of five minutes, with the exception that Chairs of Committees and Councillors addressing issues solely within their wards be permitted a two-minute extension.

Speaker Nunziata, ruled that portion of the Government Management Committee's recommendation to not require a recorded vote, out of order, as the City of Toronto Act, 2006 requires the City Clerk to record a vote whenever requested by a Member.

City Council amend the Rules for Speaking contained in the Council Procedures by eliminating the two-minute extension, leaving a maximum speaking time of five minutes, with the exception that Chairs of Committees and Councillors addressing issues solely within their wards be permitted a two-minute extension without a recorded vote.

The purpose of this report is to propose changes to the rules for speaking during debate at meetings of City Council and its committees.
These changes require amendments to the Council Procedures and must be adopted by a two-thirds vote of City Council.

That the Government Management Committee delete Recommendation 1 and replace it with a new Recommendation 1 to read as follows:
1 a. City Council amend the Rules for Speaking contained in the Council Procedures by permitting approval of a two-minute extension on the affirmative vote of a majority of members present through a simple show of hands and explicitly prohibit the practice of automatic recorded votes on extension.
b. City Council reaffirm Section 27-103 in the Council Procedures that recorded votes for all other matters only be taken upon a request of member immediately before a vote is taken, ending the practice of automatic recorded votes on all motions.
That Chairs of Committee and Councillors addressing issues solely within their wards be permitted a two-minute extension without a recorded vote.
