Community Council Decision
North York Community Council directed that:
1. City Planning staff schedule a community consultation meeting for the lands at 70 and 80 Wicksteed Avenue, 202, 204 and 206 Parkhurst Boulevard, and 99 Vanderhoof Avenue together with the Ward Councillor.
2. City Planning staff give notice for the community consultation meeting to landowners and residents within 120 metres of the site and the notice area for the community consultation meeting be expanded to include all landowners and residents residing in the area bounded by Eglinton Avenue to the north, the lands on the west side of Hanna Road and Bessborough Drive to the west (including the lands on the north and south sides of the full length of McRae Drive), the lands on the south side of Moore Avenue and Southvale Drive from Bessborough Drive to Laird Drive, and the lands within the Leaside Employment Area bounded by the Canadian Pacific Rail corridor to the southeast and Eglinton Avenue to the north; and that the applicant be requested to pay the City for the costs associated with extending the notice area.
3. City Clerk’s staff give notice for the public meeting under the Planning Act according to the regulations of the Planning Act.
4. The communication (January 6, 2012) from Brian Athey, President, Leaside Property Owners Association Incorporated, be included as part of the public record.

Summary
This application proposes to amend the former Town of Leaside Zoning By-law No. 1916 to permit a retail commercial centre with a gross floor area of approximately 13,660m² (147,000 sq.ft.). The proposal comprises a 7,745m² (83,370 sq.ft.) second level anchor store and series of smaller buildings ranging in size from 359m² (3,864 sq.ft.) to 1,018m² (10,957 sq.ft.), and 479 parking spaces.
This report provides preliminary information on the above-noted application and seeks Community Council's directions on further processing of the application and on the community consultation process.
The report recommends that a community consultation meeting be scheduled by City Planning staff, in consultation with the Ward Councillor. A Final Report and a Public Meeting under the Planning Act is targeted for the third quarter of 2012 providing the applicant submits all required information in a timely manner.
