PE11.1 - Update on the Strategy for the Management of Emerald Ash Borer

City Council Decision
City Council on April 10 and 11, 2012, adopted the following:
1. City Council request the Federation of Canadian Municipalities and the Association of Municipalities of Ontario to urge the Federal and Provincial governments to take leadership roles in recognizing the need to support urban forestry, by establishing urban forestry mandates and programs, and that:
a. these programs include funding assistance to municipalities for the control and management of the Emerald Ash Borer and future significant imported diseases and insects; and
b. the creation and funding of programs be designed to support the on-going sustainable management of urban forests.
2. City Council, in light of the emergency situation created by the Emerald Ash Borer, ask the Ministry of the Environment to accelerate the licensing process for TreeAzin.
3. City Council request the General Manager, Parks, Forestry and Recreation to treat as many trees as possible this year and attempt to achieve a target of 3,000 trees, instead of 2,000 trees, subject to available resources.

Committee Recommendations
The Parks and Environment Committee recommends that:
1. City Council request the Federation of Canadian Municipalities and the Association of Municipalities of Ontario to urge the Federal and Provincial governments to take leadership roles in recognizing the need to support urban forestry, by establishing urban forestry mandates and programs; and that:
a. these programs include funding assistance to municipalities for the control and management of the Emerald Ash Borer and future significant imported diseases and insects;

2. City Council, in light of the emergency situation created by the Emerald Ash Borer, ask the Ministry of the Environment to accelerate the licensing process for TreeAzin.
Decision Advice and Other Information
The Parks and Environment Committee:
1. Requested the General Manager of Parks, Forestry and Recreation to explore all options for additional and future funding for the management of Emerald Ash Borer (EAB), in consultation with the Deputy City Manager and Chief Financial Officer, and report directly to the Budget Committee through the 2013 budget process.
2. Referred the following motions to the General Manager, Parks, Forestry and Recreation:
Motion 3a moved by Councillor Cho:
That the Parks and Environment Committee recommend to the Budget Committee that through the 2013 Budget process, the budget be doubled to fight against the Emerald Ash Borer to protect Toronto's ash trees and green environment.
Motion 3b moved by Councillor Cho:
That the Parks and Environment Committee request that the General Manager, Parks, Forestry and Recreation, in conjunction with the Toronto Environment Office to obtain as much information as possible from the United States about protecting Ash trees, and report back to the Parks and Environment Committee by June 2012.
Motion 4 moved by Councillor Pasternak:
That the General Manager, Parks, Forestry and Recreation be requested to report to the Parks and Environment Committee on the implications of moving 15 percent of the Emerald Ash Borer (EAB) tree removal budget to the Pesticide Treatment Program budget.

Origin
Summary
The purpose of this report is to provide an update on the status of the Emerald Ash Borer (EAB) Management Plan and bring to City Council's attention the significant financial pressure resulting from the infestation.
The staff report to the Parks and Environment Committee dated March 16, 2011, which was adopted as amended by City Council on April 12 and 13, 2011, provided a general overview of a dedicated and comprehensive EAB Management Plan. The plan is designed to manage and mitigate the impact of EAB on the City of Toronto's urban forest and included five key components: (1) Monitoring (Survey) (2) Education (Communication) Plan (3) Pesticide Treatments (4) Removal of Infested Trees and (5) Tree Canopy Replacement. This report provides a status update for each of the five components of the plan and identifies a financial estimate for additional resources that will be required to continue with the EAB Management Plan in 2012.
