Committee Decision

The Planning and Growth Management Committee:

  

1.         Directed the Chief Planner and Executive Director, City Planning, to review the Official Plan Amendment application that would permit residential uses on lands designated Employment Areas concurrently, and in the context of, the statutory Five-Year Review of the Official Plan, which includes a Municipal Comprehensive Review that has been commenced by the City Planning Division.

 

2.         Authorized the Chief Planner and Executive Director, City Planning, to:

 

a.         Schedule a community consultation meeting for the lands at 10, 11, 25 Ordnance Street and 45 Strachan Avenue together with the Ward Councillor.

 

b.         Give notice for the community consultation meeting to landowners and residents within 120 metres of the site and to additional residents and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant.

 

c.         Give notice for the public meeting under the Planning Act according to the regulations of the Planning Act.

 

3.         Directed the Chief Planner and Executive Director, City Planning, to report to the Planning and Growth Management Committee in the second quarter of 2013 with an update on the status of the Official Plan Amendment application.

Summary

This proposal is to redevelop the properties at 10, 11, 25 Ordnance Street and 45 Strachan Avenue to permit two mixed-use base buildings with three residential towers with overall heights of 49, 29 and 23 storeys.  All buildings would have ground floor commercial uses and a combined total of 1,109 residential units.  A new public park is also proposed.

 

This application proposes to amend the Official Plan and Zoning By-law to permit a mixed-use development on lands currently designated as Employment Areas in the Official Plan. The applications will be reviewed within the context of the Municipal Comprehensive Review and the Five Year Official Plan currently being conducted by City staff.

 

This report provides preliminary information on the above-noted applications and seeks the Planning and Growth Management Committee's direction on further processing of the applications and on the community consultation process.
