City Council Decision
City Council on October 2, 3 and 4, 2012, adopted the following:
1. City Council approve amendments to City of Toronto Municipal Code Chapter 886 (Footpaths, Pedestrian Ways, Bicycle Paths and Bicycle Lanes) to delete Queens Quay East, from Yonge Street to Lower Jarvis Street, from Schedule D to Chapter 886, Designated Bicycle Lanes, as detailed in Appendix 2 attached to the report (August 22, 2012) from the Acting General Manager, Transportation Services.
2. City Council approve the narrowing of Queens Quay East in the vicinity of Freeland Street and Lower Jarvis Street, generally as shown on Drawing Nos. 421G-0799 and 421G-0800, dated August 2012, attached to the report (August 22, 2012) from the Acting General Manager, Transportation Services.
3. City Council authorize and direct the appropriate City officials to take the necessary action to give effect to Parts 1 and 2 above, including the introduction of all necessary Bills.

Committee Recommendations
The Public Works and Infrastructure Committee recommends that:
1. City Council approve amendments to City of Toronto Municipal Code Chapter 886 (Footpaths, Pedestrian Ways, Bicycle Paths and Bicycle Lanes) to delete Queens Quay East, from Yonge Street to Lower Jarvis Street, from Schedule D to Chapter 886, Designated Bicycle Lanes, as detailed in Appendix 2 attached to the report from the Acting General Manager, Transportation Services, dated August 22, 2012, entitled "Queens Quay East – Road Alterations and By-law Amendments to Replace Bicycle Lanes with Martin Goodman Trail from Yonge Street to Lower Jarvis Street".
2. City Council approve the narrowing of Queens Quay East in the vicinity of Freeland Street and Lower Jarvis Street, generally as shown on Drawing Nos. 421G-0799 and 421G-0800, dated August 2012, attached to the report from the Acting General Manager, Transportation Services, dated August 22, 2012, entitled "Queens Quay East – Road Alterations and By-law Amendments to Replace Bicycle Lanes with Martin Goodman Trail from Yonge Street to Lower Jarvis Street".
3. City Council authorize and direct the appropriate City officials to take the necessary action to give effect to Recommendations 1 and 2 in the report (August 22, 2012) from the Acting General Manager, Transportation Services, including the introduction of all necessary Bills.
Origin
Summary
Waterfront Toronto's Queens Quay Revitalization project, which will commence construction in the Fall 2012, will provide a continuous Martin Goodman Trail between Dan Leckie Way and Yonge Street. As a separate project, Waterfront Toronto will be constructing a new Martin Goodman Trail connection on the south boulevard of Queens Quay East immediately to the east from Yonge Street to Lower Jarvis Street to replace the existing bicycle lanes on this section of Queens Quay East. In addition, road alterations are required to install new bus stops and streetscaping within the existing roadway width to facilitate TTC bus service to the George Brown College Waterfront Campus located on the south side of Dockside Drive, between Richardson Street and Lower Sherbourne Street.
Transportation Services is recommending amendments to the appropriate City by-laws that are required to remove the bicycle lanes on Queens Quay East, from Yonge Street to Lower Jarvis Street, and its replacement by the new section of Martin Goodman Trail. Transportation Services is also requesting approval for a road alteration by-law to narrow Queens Quay East in the vicinity of Freeland Street and Lower Jarvis Street in order to install two build-outs which will provide safe and efficient loading areas for passengers boarding and alighting the eastbound TTC buses.
