CC37.5 - The Impact of the Loss of the Provincial Toronto Pooling Compensation

City Council Decision

City Council on July 16, 17, 18 and 19, 2013, adopted the following:

 

1.         Because the Province's Local Services Realignment transferred social housing to municipalities, which must fund these programs through property taxes, and because Toronto has a disproportionate share of social housing in the GTA (76 percent), and because the Province, in recognition of this inequity, implemented GTA Pooling, which spread the costs of Toronto's disproportionate share of social housing costs across the property tax base of GTA regional municipalities, and because the Province, after cancelling GTA Pooling and in recognition of this principle of fairness, continued to support Toronto through Toronto Pooling Compensation, City Council request the Province to rescind its decision to eliminate Toronto Pooling Compensation by 2016 or, at a minimum, maintain the social housing component of Toronto Pooling Compensation in perpetuity.

 

2.         City Council request the Province to harmonize, province wide, the shelter payments received by households living in rent-geared-to-income (RGI) and non-RGI housing who receive social assistance (i.e. Ontario Works or Ontario Disability Support Program) consistent with the recommendation set out in The Special Housing Working Group's Report, Putting People First, Transforming Toronto Community Housing, approved by Council on October 30, 31 and November 1, 2012.

That City Council amend Recommendation 1 by:

 

a.         adding the following words at the beginning of the recommendation:

b.         deleting the word "reconsider" and inserting the word "rescind"; and

 

c.         adding the words " in perpetuity" at the end of the recommendation

 

so that Recommendation 1 now reads as follows:
