CC45.3 - Integrity Commissioner Report to Council: Pre-Election Briefing on Code of Conduct and Related City Policies

City Council Decision

City Council on December 16, 17 and 18, 2013, adopted the following:

 

1.         City Council receive the report (December 5, 2013) from the Integrity Commissioner for information.

 

2.         City Council request the Integrity Commissioner make herself available to meet with Councillors during January 2014 concerning her advice in Item CC45.3 on Code of Conduct and Related City Policies and report back to the February 19, 2014 meeting of Council with further advice on the issues raised by Members.

 

3.         City Council refer the following motion to the Integrity Commissioner with a request that the Integrity Commissioner report back to Council on a policy regarding the use of personal social media accounts during municipal election campaigns:

 

Moved by Councillor Denzil Minnan-Wong:

 

            That:

 

City Council amend the Code of Conduct to exempt Councillors' personal social media communications related to seeking election to municipal office.

 

4.         City Council refer the following motions to the Integrity Commissioner with a request that the Integrity Commissioner report back to Council on the proposed requests related to social media: 

 

Moved by Councillor Josh Matlow:

 

That:

 

a.         City Council request that during the Election Period, candidates who are Councillors running for Toronto City Council not link their personal social media pages with their Councillor websites; and

 

b.         During the Election Period, City Councillors may alert Ward residents about urgent issues which have a clear impact on them, such as development applications, via the Councillors' e-newsletters until Election Day.

Ruling by Speaker Frances Nunziata
Speaker Nunziata ruled that Councillor Vaughan had acted disrespectfully in the Chamber, in waving a 20 dollar bill at Councillor Ford, and requested Councillor Vaughan to apologize to Members of Council.

Councillor Vaughan apologized to Councillor Ford and Members of Council.
