Community Council Decision
The Toronto and East York Community Council directed that:
1. Staff schedule a community consultation meeting for the lands at 387 to 403 Bloor Street East and 28 Selby Street together with the Ward Councillor.
2. Notice for the community consultation meeting be given to landowners and residents within 120 metres of the site, and to additional residents and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant.
3. Notice for the public meeting under the Planning Act be given according to the regulations under the Planning Act.

Summary
This application has been submitted to permit a mixed use development of a 49-storey (including an 8-storey base) and a 12-storey residential building including a connecting one-storey base. The development would include 582 residential units and 1,395 square metres of retail space. A total of 173 parking spaces would be provided in a 4-level underground parking garage.
This report provides preliminary information on the above-noted application and seeks Community Council's direction on further processing of the application and on the community consultation process.
It is recommended that a community consultation meeting be scheduled by staff, in consultation with the Ward Councillor. A Final Report and public meeting under the Planning Act to consider the application is targeted for late 2013, provided that the issues raised in this report and through the review of the application are satisfactorily resolved, and that any requested information and revised application is submitted by the applicant in a timely manner.

Motions
That the Toronto and East York Community Council adopt the recommendations in the report (January 21, 2013) from the Director, Community Planning, Toronto and East York District, subject to amending Recommendation 2 to read as follows:
"2. Notice for the community consultation meeting be given to landowners and residents within 120 metres of the site, and to additional residents and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant."
