Community Council Decision

The Toronto and East York Community Council directed that:

 

1.         Staff schedule a community consultation meeting for the lands at 629, 633, and 675 Eastern Avenue together with the Ward Councillor.

 

2.         Notice for the community consultation meeting be given to landowners and residents within 120 metres of the site, and to additional residents and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant.

 

3.         Notice for the public meeting under the Planning Act be given according to the regulations of the Planning Act.

 

4.         Staff refer the proposal to the Toronto Film, Television & Digital Media Board (Film Board), for comment.

 

5.         A stakeholder group and terms of reference for the stakeholder group be established, in consultation with the Ward Councillor.

 

6.         The General Manager, Economic Development and Culture be requested to assist in the development of a potential Digital Media Centre as part of the employment features associated with the application, and report through the application process as well as to the appropriate Committee.

 

7.         Staff include considerations of future transportation networks in the Port Lands in the transportation planning for this application.

Summary

This application proposes redevelopment of the property located at 629, 633 and 675 Eastern Avenue.  The proposal is to maintain approximately 16,535 square metres of existing space for film studio and production purposes and to construct approximately 75,630 square metres of new office/flex space, 7,290 square metres of hotel space, and 14,060 square metres of retail space.  The total gross floor area proposed is 113,520 square metres.  The applicant's concept plan identifies 15 existing and new buildings proposed on the site.

 

This report provides preliminary information on the above-noted application and seeks Community Council's directions on further processing of the applications and on the community consultation process.

 

A community consultation meeting is targeted for the fall of 2013 or winter 2014, with a Final Report and Statutory Public meeting anticipated for the second quarter of 2014.  The target dates assume that applicant will provide all required information in a timely manner.

1 - Motion to Amend Item (Additional) moved by Councillor Paula Fletcher (Carried)

That the Toronto and East York Community Council adopt the recommendations in the report (October 30, 2013) from the Director, Community Planning, Toronto and East York District, subject to:

 

A.        Amending Recommendation 2 to read as follows:

 

"2.        Notice for the community consultation meeting be given to landowners and residents within 120 metres of the site, and to additional residents and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant."

 

B.        Adding the following new Recommendations 4, 5, 6 and 7:

 

4.         Staff refer the proposal to the Toronto Film, Television & Digital Media Board (Film Board), for comment.

 

5.         A stakeholder group and terms of reference for the stakeholder group be established, in consultation with the Ward Councillor.
