City Council Decision

City Council on June 10, 11, 12 and 13, 2014, adopted the following:

 

1.         City Council request the Government of Ontario to review the Ontario Highway Traffic Act, 1990 to provide the City of Toronto with accommodation to allow for the direction of traffic to be conducted by a "peace officer" as is legal in the Province of British Columbia.

 

2.         City Council request the Government of Ontario to replace the term "police officer" with the term "peace officer" in section 134(1) of the Ontario Highway Traffic Act, 1990 – Direction of traffic by police officer.

 

3.         City Council request the City Manager to engage in discussions with the Province as directed in Item AU10.16 - Toronto Police Service: Response to Recommendation Pertaining to the Vancouver Traffic Authority’s Program as an Alternative to Toronto’s Current Paid Duty System.

 

4.         City Council direct the City Manager, in consultation with stakeholders such as event organizers and Business Improvement Areas, to review the use of paid duty officers for celebrations, festivals and other special events, including the City of Toronto's licensing and permit requirements and policies, in an effort to minimize the cost to the event organizers and to report to the first meeting of the Executive Committee in the new term of Council.

Committee Recommendations

The Audit Committee recommends that:
