City Council Decision
City Council on February 19 and 20, 2014, adopted the following:
1. City Council receive the report (January 7, 2014) from the General Manager, Children's Services for information.
2. City Council request the General Manager, Children's Services to report to a future meeting of the Community Development and Recreation Committee with a summary of the approved and recommended child care capital allocations, locations, age-groups served and number of spaces funded under the Schools-First Child Care Capital Retrofit Policy for Years 1, 2 and 3 of the program.
3. City Council request the Provincial Government to amend the Pupil Accommodation Grant formula to recognize the use of school space for child care and provide ongoing security of tenure for school-based child care services in Toronto schools.

The Community Development and Recreation Committee recommends that:
1. City Council receive this report for information.
Decision Advice and Other Information
The Community Development and Recreation Committee requested the General Manager, Children's Services to make a presentation to the March 17, 2014 meeting of the Community Development and Recreation Committee that:
- outlines the original vision for early learning and care;
- summarizes the current status of early learning and care in Toronto; and
- includes officials from the Waterloo Region District School Board to outline how the model is being implemented in that municipality.
Origin
Summary
This report responds to Community Development and Recreation Committee's request for information on the implementation of the Provincial Schools-First Child Care Capital Retrofit Policy. This policy provides capital funding to school boards to retrofit existing child care space and non-instructional space, so that it can be used for child care for younger children.
As requested by the Committee, the report contains the initial ranked list that was prepared by City staff for consideration by the boards of education. The report also describes the two-stage process for determining capital investments in child care in schools under this policy. The list ranks every school-based child care centre in the City, based on principles of the City's Child Care Service Plan which prioritizes areas of high need that are underserved. The report also identifies additional factors that will impact the feasibility of space conversions in schools.
