CD29.15 - Investing in Community Recreation Spaces

City Council Decision
City Council on June 10, 11, 12 and 13, 2014, adopted the following:
1. City Council direct the Deputy City Manager, Cluster A, in consultation with the appropriate City staff, to work with the Toronto District School Board (TDSB), the Toronto Catholic District School Board (TCDSB), the Toronto Office of Partnerships, and the Toronto Sports Council and report back to the August 14, 2014 Community Development and Recreation Committee on:
a. expanding the City's shared-use agreement with the TDSB/TCDSB to accept donations to upgrade fields and play spaces while ensuring both school boards and the City of Toronto receive equal benefits to any such potential partnerships;
b. identifying corporate and community partners interested in investing in public fields and play spaces; and
c. a system for prioritizing infrastructure needs in order to maximize any future investments, and that any such investments be consistent with existing service plans (recreation, children services, etc).
2. City Council forward the report requested in Part 1 above to the Toronto School Boards Task Force for review.

That City Council amend Community Development and Recreation Committee recommendation 1.a. by adding the words "while ensuring both school boards and the City of Toronto receive equal benefits to any such potential partnerships" after the word "spaces" so that the recommendation reads:
1. City Council direct the Deputy City Manager, Cluster A, in consultation with the appropriate staff, to work with the Toronto District School Board (TDSB), the Toronto Catholic District School Board (TCDSB), Toronto Office of Partnerships, and the Toronto Sports Council and report back to the August 14, 2014 Community Development and Recreation Committee on:

Committee Recommendations
The Community Development and Recreation Committee recommends that:
1. City Council direct the Deputy City Manager, Cluster A, in consultation with the appropriate staff, to work with the Toronto District School Board (TDSB), the Toronto Catholic District School Board (TCDSB), Toronto Office of Partnerships, and the Toronto Sports Council and report back to the August 20, 2014 Community Development and Recreation Committee on:
a. Expanding the City's shared-use agreement with the TDSB/TCDSB to accept donations to upgrade fields and play spaces;
b. Identifying corporate and community partners interested in investing in public fields and play spaces; and
c. A system for prioritizing infrastructure needs in order to maximize any future investments, and that any such investments be consistent with existing service plans (recreation, children services, etc).
2. City Council forward the requested report to the Toronto School Boards Task Force for review.
Origin
Summary
The City has a history of working collaboratively with local School Boards to ensure the sustainability of shared and valued assets such as school pools. More recently, the Toronto School Boards Task Force agreed to seek opportunities to continue a collaborative partnership regarding other assets that fall under the jurisdiction and ownership of either the City or the Board, in order to maintain and enhance these spaces.
The City and the School Board also have a history of working with the Toronto Sports Council to develop an inventory of shared assets. This existing partnership and available data can be utilized to identify the community recreation infrastructure that is most in need of investment.
Potential corporate and community partners have indicated that they are willing to work with the City and School Boards to enhance our shared recreation and play spaces. In light of these opportunities to enhance our public recreation spaces, I encourage members of the committee to adopt the following recommendations:

That the report back date be amended from June 25, 2014 to August 20, 2014.
That Recommendation 3 be amended to clarify that any such investments must be consistent with existing service plans (recreation, children services, etc.).
