City Council Decision
City Council on June 10, 11, 12 and 13, 2014, adopted the following:
1. City Council request that the Deputy Mayor, on behalf of Toronto City Council, write to the Premier of Ontario and the Ontario Minister of Education requesting changes to the Pupil Accommodation formula and grants to include child care as instructional space to ensure security of tenure and adequate funding for child care space in schools.
2. City Council request the General Manager, Children's Services, to place this issue on the agenda of the City of Toronto/Association of Municipalities of Ontario/Ministry of Education Joint Table at its next meeting.
3. City Council receive the report (May 7, 2014) from the General Manager, Children's Services, for information.

Committee Recommendations
The Community Development and Recreation Committee recommends that:
1. City Council receive the report (May 7, 2014) from the General Manager, Children's Services for information.

The Community Development and Recreation Committee requested the General Manager, Children's Services to report to the June 25, 2014 meeting of the Community Development and Recreation Committee on progress made on the master lease agreements and identify any new areas of concern and inconsistency which have arisen since the City Council decisions in July 2013, including any issues arising from the updated Early Learning and Care Assessment for Quality Improvement (ELCAQI) and curriculum tools.
Origin
Summary
This report responds to City Council's request that staff provide a summary of the approved and recommended child care capital allocations, locations, age-groups served and number of spaces under the Schools-First Child Care Capital Retrofit Policy. As reported to Council in February 2014, funding under the Schools-First Child Care Capital Retrofit Policy is to retrofit licensed child care spaces in schools that are made available as a result of four and five year olds attending Full-Day Kindergarten (FDK). These spaces are to be retrofitted to create licensed space for younger children.
Children's Services has been working with school boards to increase licensed space for the infant and toddler age groups. When implemented, this program will create 230 infant spaces and 710 toddler spaces in the TDSB schools. Plans with the TCDSB are still being finalized and will be reported at a later date.
The report also updates Council on discussions with TDSB regarding the creation of a master lease agreement governing before- and after-school programs associated with FDK.
