City Council Decision

City Council on June 10, 11, 12 and 13, 2014, adopted the following:

 

1.         City Council endorse Project 12 (Wellington Street and Simcoe Street Redesign and Two-Way Conversion) of the Downtown Transportation Operations Study implementation plan.

 

2.         City Council rescind the one-way regulation on Wellington Street West from Blue Jays Way to John Street.

 

3.         City Council rescind the one-way regulation on Simcoe Street from Front Street West to Wellington Street West.

 

4.         City Council approve the amendments to traffic and parking regulations outlined in Attachments 3 and 4 attached to the report (April 24, 2014) from the General Manager, Transportation Services.

Committee Recommendations

The Public Works and Infrastructure Committee recommends that:

 

1.         City Council endorse Project 12 (Wellington Street and Simcoe Street Redesign and Two-Way Conversion) of the Downtown Transportation Operations Study implementation plan.

 

2.         City Council rescind the one-way regulation on Wellington Street West from Blue Jays Way to John Street.

 

3.         City Council rescind the one-way regulation on Simcoe Street from Front Street West to Wellington Street West.

 

4.         City Council approve the amendments to traffic and parking regulations outlined in Attachments 3 and 4 attached to the report (April 24, 2014) from the General Manager, Transportation Services, entitled "Wellington Street West and Simcoe Street Redesign and Two-way Conversion".

The Public Works and Infrastructure Committee:

 

a.         Referred the following Recommendation 3 in the report (April 24, 2014) from the General Manager, Transportation Services, back to the General Manager, Transportation Services, for consultation with local businesses and a report back to the Public Works and Infrastructure Committee at the appropriate time.

 

"3.        City Council rescind the one-way regulation on Wellington Street West from Simcoe Street to Yonge Street."

 

b.         Referred the following motion to the General Manager, Transportation Services, for consideration with the 2015 Bikeway report:

 

              Motion 2 by Councillor Layton:

 

"City Council direct the General Manager, Transportation Services, to convert Wellington Street to a two-way street from University Avenue to Spadina Avenue, with an appropriate approach to the Clarence Square ring road, and include in this proposal a capacity and design for potential bike lanes."

Summary

The report in response to City Council's direction for the  General Manager, Transportation Services to report back to the Public Works and Infrastructure Committee on Project 12 (Wellington Street and Simcoe Street Redesign and Two-Way Conversion) of the "Downtown Transportation Operations Study – Final Report" by June 30, 2014.

 

Specifically, this report will summarize the findings of the feasibility study performed by  Transportation Services on converting Simcoe Street to a two-way street from Front Street West to Queen Street West, and converting Wellington Street West to a two-way street from University Avenue to Spadina Avenue, with an appropriate approach to the Clarence Square ring road, and the potential for bike lanes.

 

It is expected that implementing the recommendations will improve traffic operations and better manage congestion in the downtown area.

That the Public Works and Infrastructure Committee request the General Manager, Transportation Services, to consult with local Business Improvement Areas on the proposed changes to Wellington Street and Simcoe Street and report to the June 10, 2014 City Council meeting.

That the following Recommendation 3 in the report (April 24, 2014) from the General Manager, Transportation Services, be referred back to the General Manager, Transportation Services, for consultation with local businesses and a report back to the Public Works and Infrastructure Committee at the appropriate time.

 

"3.         City Council rescind the one-way regulation on Wellington Street West from Simcoe Street to Yonge Street."


4 - Motion to Refer Motion moved by Councillor Denzil Minnan-Wong (Carried)

That Motion 2 by Councillor Layton be referred to the General Manager, Transportation Services, for consideration with the 2015 Bikeway report.


5 - Motion to Amend Item moved by Councillor Janet Davis (Redundant)

That Recommendation 3 be amended by replacing "Yonge Street" with "University Avenue" and by adding "the General Manager, Transportation Services, continue discussions with affected parties with respect to the section between Yonge and University and adding a bike lane on Wellington east of Blue Jays Way", so that it reads:

 

"3.        City Council rescind the one-way regulation on Wellington Street West from Simcoe Street to University Avenue and that the General Manager, Transportation Services, continue discussions with affected parties with respect to the section between Yonge and University and adding a bike lane on Wellington east of Blue Jays Way."
