Summary
This report provides highlights of the activities performed in 2013 by Toronto Water's Environmental Monitoring & Protection Unit, which is responsible for Sewers By-law and Water Supply By-law compliance and enforcement (Municipal Code Chapter 681 – Sewers and Municipal Code Chapter 851-Water Supply, respectively).
In 2013, the Environmental Monitoring & Protection unit performed 3,621 inspections and 3,595 sampling events that resulted in 28,557 laboratory analyses. There was a total of 745 Notice of Violations issued for non-compliance by the industrial wastewater control and stormwater groups of the Environmental Monitoring & Protection Unit.
Forty-one companies moved forward to prosecution and 11 companies that were prosecuted in previous years were convicted with fines of $67,250.00 issued, excluding the Victim Surcharge Fee (this fee is collected and retained by the Ontario Provincial government for victims of crime – for fines over $1000 the surcharge is 25% of the fine). The remaining prosecution files are still before the court.
The Industrial Surcharge Agreements generated $11.4 million and the total Sanitary Discharge Agreements revenues totalled $2.69 million.
The Outfall Monitoring Program found 11 cross connections and verified the correction of 25 cross connections, resulting in the delisting of 15 Priority Outfalls within Toronto's watersheds.

City Council direct the General Manager, Toronto Water to consider increasing the industrial surcharge rates and report on such an increase through the 2015 Budget process.
