Community Council Decision

The Toronto and East York Community Council:

 

1.         Amended the traffic and parking regulations for the existing and approved contra-flow bicycle lanes as described in Revised Appendix 1 - Traffic and Parking Regulations to be Rescinded, and Revised Appendix 2 - Traffic and Parking Regulations to be Enacted, attached to the report (March 18, 2014) from the Director, Transportation Infrastructure Management, with the exception of those portions of Appendices 1 and 2 pertaining to Argyle Street and Glen Cedar Road.

 

2.         Authorized and directed the appropriate City Officials to take the necessary action to give effect to Recommendation No. 1, including introduction of all necessary bills.

 

3.         Directed Transportation Services staff to defer further work on Glen Cedar Road for one year, and report back to the May 2015 meeting of the Toronto and East York Community Council.

 

4.         Referred back to Transportation Services for further consultation those portions of Revised Appendices 1 and 2, attached to the report (March 18, 2014) from the Director, Transportation Infrastructure Management, pertaining to Argyle Street, with a request that the Director, Transportation Infrastructure Management report to the May 13, 2014 meeting of the Toronto and East York Community Council following the additional consultation.

Summary

This staff report is about a matter for which Toronto and East York Community Council has delegated authority from City Council to make a final decision.

 

The purpose of this report is to obtain authority to amend the traffic regulations for several existing contra-flow bicycle lanes and to amend parking and traffic regulations required to implement contra-flow bicycle lanes previously approved by Council. 

 

City Council previously approved contra-flow bicycle lanes on Argyle Street, Glen Cedar Road, Gladstone Avenue, Fermanagh Avenue, Florence Street, Havelock Street, Lindsey Avenue and Waterloo Avenue. However, the bicycle lanes were not installed due to minor inconsistencies between the City’s approaches to contra-flow bicycle lanes and the provisions of the Ontario Highway Traffic Act (HTA). These inconsistencies were resolved in 2013 in consultation with the Ministry of Transportation and implementation of these approved contra-flow lanes can now proceed. This report describes the amendments to parking and traffic regulations required to install the contra-flow bicycle lanes.

 

In addition, traffic regulations must also be amended for the existing contra-flow bicycle lanes on Chester Hill Road, Knox Avenue, Logan Avenue, Montrose Avenue and Strathcona Avenue to ensure consistent regulations for all streets with contra-flow bicycle lanes.

a.         Adopt the recommendations in the report (March 18, 2014) from the Director, Transportation Infrastructure Management with the exception of those portions of Revised Appendices 1 and 2, referred to in Recommendation 1, pertaining to Argyle Street.

 

b.         Refer back to Transportation Services for further consultation those portions of Revised Appendices 1 and 2, attached to the report (March 18, 2014) from the Director, Transportation Infrastructure Management, pertaining to Argyle Street, with a request that the Director, Transportation Infrastructure Management report to the May 13, 2014 meeting of the Toronto and East York Community Council following the additional consultation.


2 - Motion to Amend Item moved by Councillor Joe Mihevc (Carried)

That:

 

1.         Part a. of the motion by Councillor Layton be amended by adding "and Glen Cedar Road" after "Argyle Street".

 

2.         Transportation Services staff be directed to defer further work on Glen Cedar Road for one year, and report back to the May 2015 meeting of the Toronto and East York Community Council.
