City Council Decision

City Council on February 10 and 11, 2015, adopted the following:

 

1. City Council direct the City Manager to report to the March 25, 2015 Executive Committee meeting with respect to:

 

a. City interests in terms of child care, non-education uses (e.g. community and recreation, after school programs and skills training centres), green space and future growth, in the 29 Toronto District School Board properties currently under the jurisdiction of the Toronto Lands Corporation;

 

b. the 130 schools identified as being at or below 65 percent utilization and any other schools scheduled to be reviewed as part of any upcoming Pupil Accommodation Reviews;

 

c. a review of alternative models of municipal-school program and governance, such as the "After School Matters" program in Chicago; and

 

d. the feasibility of requesting the Toronto District School Board to increase enrollment in underutilized schools by inviting foreign students to enroll;

 

such report to also identify current and future opportunities for the City to productively engage with the Ministry of Education and School Boards in the determination of which schools are maintained for public purpose and those to be disposed of in order to fund capital improvements.

That City Council delete the recommendations in Member Motions MM3.13 and MM3.14, and adopt instead the following:
