Community Council Decision

North York Community Council directed that:

 

1. City Planning staff schedule a community consultation meeting for the lands at 36 Overlea Boulevard together with the Ward Councillor.

 

2. City Planning staff give notice for the community consultation meeting to landowners and residents within 120 metres of the site, and that the notice area of the community consultation meeting be extended to include, in addition to the 120 metre radius notice area, all Thorncliffe Park landowners and residents on Overlea Boulevard, Thorncliffe Park Drive, Milepost Road, Grandstand Place, Leaside Park Drive, and the townhouses next to Leaside Park Drive as well as, all Leaside landowners and residents within the area bounded by lands on the north sides of Kilgour Road and Glenvale Road to the north, the Don River to the east, the CP rail corridor to the south, Moore Park Ravine/Beltline Trail to the west, Moore Park Avenue to the north and the lands on the east side of Bayview Avenue; and that the applicant pay the City for the costs associated with extending the notice area.

 

3. City Clerk's staff give notice for the public meeting under the Planning Act according to the regulations of the Planning Act.

Summary

This application proposes to amend the zoning by-law to permit three retail/commercial buildings totalling 6,495 square metres at 36 Overlea Boulevard.   One 5,584 square metre building is proposed at the rear of the site, and buildings of 467 square metres and 456 square metres are proposed along the Overlea Boulevard frontage. 

 

This report provides preliminary information on the above-noted application and seeks Community Council's directions on further processing of the applications and on the community consultation process.

 

The report recommends that a community consultation meeting be scheduled by City Planning staff, in consultation with the Ward Councillor. A Final Report will be scheduled following community consultation, and the resolution of outstanding issues.

That North York Community Council:

 

1. Adopt the staff recommendations in the Recommendations Section of the report (October 23, 2015) from the Director, Community Planning, North York District, with Recommendation 2 being amended to include the following:

 

"That the notice area of the community consultation meeting be extended to include, in addition to the 120 metre radius notice area, all Thorncliffe Park landowners and residents on Overlea Boulevard, Thorncliffe Park Drive, Milepost Road, Grandstand Place, Leaside Park Drive, and the townhouses next to Leaside Park Drive as well as, all Leaside landowners and residents within the area bounded by lands on the north sides of Kilgour Road and Glenvale Road to the north, the Don River to the east, the CP rail corridor to the south, Moore Park Ravine/Beltline Trail to the west, Moore Park Avenue to the north and the lands on the east side of Bayview Avenue; and that the applicant pay the City for the costs associated with extending the notice area."
