Committee Decision

The City-School Boards Advisory Committee:

 

1.  Requested the Executive Director, Social Development, Finance and Administration, to work in coordination with the Directors of the four Toronto School Boards to:

a.  develop a framework for defining and measuring the rate of Community Asset Utilization for a public building or space such as a school;

 

b.  suggest the inclusion of a Community Asset Utilization measure in the 2015 Report to the Premier on a Framework for Community Hubs; and

 

c.  provide a progress report before the end of 2015.

2.  Referred the following Motions 1, 2, 3, and 5, from Councillor Matlow, to the interagency staff team for discussion and establishment of a draft plan for consideration by the Committee at its next meeting:


"1.  That City Council request the Government of Ontario invite the Association of Municipalities and City of Toronto to participate in the review of Ontario Regulation 444/98 of the Education Act.

 

2.  That the Executive Director, Social Development, Finance and Administration, work in coordination with the Directors of the four Toronto School Boards, to report on new processes for municipal involvement in Pupil Accommodation Reviews in Toronto, in light of the Ministry of Education's 2015 revised guidelines for Pupil Accommodation Review, and to report back to the Committee before the end of 2015.

 

3.  That City Council request the Province of Ontario to revise the school utilization formula to account for child care space loading in schools.

 

5.  That the Executive Director, Social Development, Finance and Administration, work in coordination with the Directors of the four Toronto School Boards, to oversee a review of promising financing tools for capital development in big city schools, and to provide recommendations for relevant options for Toronto before the end of 2015."

Summary

City Council on March 31, April 1 and 2, 2015, adopted as amended Item EX4.4 on Schools as Community Assets - A Policy Agenda for the City-School Boards Advisory Committee.

City Council among other things, has given direction to the City-School Boards Advisory Committee on its 2015-2016 work plan.

 

City Council has directed the City-School Boards Advisory Committee to:

 

1.  Prioritize in its 2015-2016 work plan, the development of a new multilateral, consultative relationship for the City of Toronto, the School Boards and the Province of Ontario with respect to schools lands utilization and disposition that:

 

 a.  takes into consideration the full value of schools as community assets, in addition to their value as educational institutions;

 

b.  provides a viable framework for retaining public ownership of former school properties when there is agreement among the parties that the site should be retained;

 

c.  identifies alternative funding sources beyond municipal funding to keep schools as community assets;

 

d.  recommends changes to the “pupil accommodation” formula and Regulation 444/98 of the Education Act to address issues of common concern related to utilization of school space for education and community use; and

 

e.  develops a new model for more coordinated capital and land-use planning; and

 

2.  Report back to Executive Committee on these issues by the fourth quarter of 2015 and to also consider compliance with Access for Ontario with Disability Act (AODA) requirements.
