City Council on May 3, 4 and 5, 2016, adopted the following:

1.  City Council appoint Stephen Littlejohn as interim Lobbyist Registrar, conditional upon the parties executing an Employment Agreement to the satisfaction of the City Manager, effective May 9, 2016 and ending when the new Lobbyist Registrar is appointed by City Council.

2.  City Council authorize the public release of the name and summary profile of the interim Lobbyist Registrar contained in Confidential Attachment 1 to the report (April 26, 2016) from the City Manager.

The balance of Confidential Attachment 1 to the report (April 26, 2016) from the City Manager remains confidential in accordance with the provisions of the City of Toronto Act, 2006, as it relates to personal matters about an identifable person and it pertains to labour relations or employee negotiations.

The following Summary Profile for Stephen Littlejohn is now public:

Stephen Littlejohn is the Inquiries and Investigations Counsel for the City of Toronto's Office of the Lobbyist Registrar, a position he has held since April 2010. He joined the Office of the Lobbyist Registrar after a nine year career with the City of Toronto as a Senior Consultant in the Employee and Labour Relations division and as a Senior Consultant in Human Rights.

Mr. Littlejohn has expert knowledge of the Criminal Code (Canada), the Provincial Offences Act, and the Public Inquiries Act, as they relate to municipal accountability and lobbying. Through his work in the OLR, he advised the Lobbyist Registrar, registry staff, public office holders, lobbyists and members of the public on the interpretation and application of Toronto's Lobbying By-law. In addition, he conducted investigations and acted as counsel in inquiries into compliance with the Lobbying By-law. Under his leadership, he managed the Inquiries and Investigations unit, which is responsible for all human resources related matters pertaining to the unit.

For almost a decade, from 2001 to 2010, he was a Senior Consultant at the City of Toronto's Employee and Labour Relations unit, where he consulted and advised City division regarding employee and labour relations matters, as well as conducted investigations, hearings, mediations and arbitrations. In addition, through his role as a Senior Consultant in Human Rights, Mr. Littlejohn developed expertise in human rights issues including resolving discrimination and harassment complaints though investigations, mediations, negotiations and conciliation, as well as providing advice and consultation on the City's Human Rights and Harassment Policy to Council, Committees, senior management and other key stakeholders.

Mr. Littlejohn is a member of the Law Society of Upper Canada and was called to the bar in 2000. He is a member of the Canadian Bar Association's Administrative Law Section, Law of Lobbying and Ethics Committee. Through the Office of the Lobbyist Registrar, he is also a member of the Lobbyist Registrars and Commissioners Network, a network of federal, provincial and municipal lobbyist registrars and commissioners.
