City Council Decision
City Council on May 3, 4 and 5, 2016, adopted the following:
1. City Council appoint Brian Haley as interim City Solicitor, conditional upon the parties executing an Employment Agreement to the satisfaction of the City Manager, effective June 4, 2016 and ending when the new City Solicitor is appointed by City Council.
2. City Council authorize the public release of Confidential Attachment 1 to the report (April 29, 2016) from the City Manager, being the appointee's name and biography.
3. City Council authorize the City Manager to retain an external search firm to commence the recruitment process for a City Solicitor.

LL.B., Osgoode Hall School, York University, 1985.
Associate in the Planning Law Department of Robins, Appleby & Taub, Barristers & Solicitors, from 1987 to 1993.
Assistant City Solicitor, City of York, from 1993 to 1998.
Senior Solicitor, Planning and Administrative Tribunal Law Division, Legal Services, City of Toronto from 1998 to 2011; appearances before the Ontario Municipal Board, legal advice to City staff, Community Councils and City Council.
Practice Lead, Planning and Administrative Tribunal Law Division, Legal Services, City of Toronto from 2011 to 2015; division lead primarily responsible for site plan, subdivision and condominium plan approvals, part lot control exemption, consents and environmental matters related to development applications.
Director, Planning and Administrative Tribunal Law from 2015 to present.
