That:

 

1. City Council delete Motion MM18.9 Recommendation 1:

 

Recommendation to be deleted

 

1.  City Council suspend all busking permits and related busking activities around the Cadillac Fairview Toronto Eaton Centre’s Yonge and Dundas entrances, and 10 Dundas Street East to ensure physical access and public safety until a longer term policy or strategy can be developed.

 

and replace it with the following new recommendation:

 

1.  City Council amend former City of Toronto Municipal Code Chapter 313, Streets and Sidewalks, to prohibit at all times activity authorized under a permit as a busker and/or as a sidewalk artist for one year or until a new street performance by-law is in place on the following streets:

 

a.  Dundas Street East, north side, from Yonge Street to Victoria Street;

b.  Yonge Street, east side, from Dundas Street East to a point 15 metres north of Dundas Street East;

c.  Yonge Street, west side, from Dundas Street West to a point 66 metres south of Dundas Street West, opposite Dundas Square Street; and

d.  Dundas Street West, south side, from Yonge Street to a point 55 metres west of Yonge Street.

 

2.  City Council amend Motion MM19.9 Recommendation 2 by adding the words " including consultations with existing busker permit holders and other key stakeholders" after the word "busker" so that it now reads:

 

2.  City Council direct the Executive Director, Municipal Licensing and Standards to report to the Licensing and Standards Committee in the first quarter of 2017 after completing a review of the busker by-laws and longer term policy and strategy on buskers, including consultations with existing busker permit holders and other key stakeholders.
