That City Council amend the recommendation by deleting the words "recognize", "as a crime against humanity", "to" and "died" and insert the words "reaffirms its recognition of" and "were massacred" so that it now reads as follows:
1. City Council reaffirms its recognition of the Nanjing Massacre and honours the memory of the men, women and children who were massacred.
