That City Council direct the General Manager, Transportation Services to bring forward recommendations for the initiation of a Major Corridor Study on Danforth Avenue at the same time as when Council considers the findings on the Bloor Street West Bike Lane Pilot Project in the third quarter of 2017, and to direct the General Manager, Transportation services to work with City Planning to consider cycling infrastructure as part of the currently underway Danforth Avenue Planning Study, so that they might inform one another.

That:

1. City Council direct the General Manager, Transportation Services to evaluate Complete Street initiatives as part of the Danforth Major Corridor Study such that needs of all users of Danforth Avenue including cyclists, pedestrians, motorists, transit users, Seniors, people with mobility issues, and local businesses, are considered.

That City Council amend Public Works and Infrastructure Committee Recommendation 4  by adding "including a strategy for funding and implementation of the Eglinton Crosstown bikeway" so that recommendation 4 now reads:

City Council request the General Manager, Transportation Services to undertake a review of the Ten Year Cycling Network Plan in two years, with a report back to Public Works and Infrastructure Committee, in the fourth quarter of 2018, regarding implementation progress and a review of project timing, potential increase in funding levels and recommendations for the initiation of additional Major Corridor Studies including a strategy for funding and implementation of the Eglinton Crosstown bikeway.

That:

1.   City Council direct that if, and when, federal and provincial funding programs are secured for cycling infrastructure, such monies be "in addition to" rather than a replacement of City funding commitments.

2. City Council direct the City Manager to include cycling infrastructure in the upcoming request for federal funding for active transportation funding, such funding not to conflict with our public transit funding request.

That City Council amend Public Works and Infrastructure Committee Recommendation 2 by replacing the words "16 million", "Scenario 3"  and "Appendix 8" with the words "8 million", "Scenario 1" and "Appendix 6", so that the recommendation now reads as follows:

2.  City Council direct the General Manager, Transportation Services to consider, as part of the annual capital and operating budget process, the capital funding required to implement the proposed Ten Year Cycling Network Plan at a rate of $8 million dollars annually as outlined in Scenario 1 in Appendix 6 in the report (May 3, 2016) from the General Manager, Transportation Services, as well as the operating budget required to fund the maintenance costs of newly constructed cycling infrastructure.

That in accordance with the provisions of Chapter 27, Council Procedures, City Council reconsider the vote on motion 4a by Councillor Holyday.

That City Council direct that the following projects, identified as having "Some Traffic Lane Impacts Anticipated" in Appendix 2 of the Supplementary report from the General Manager, Transportation Services (PW13.11a), be deleted from the Ten Year Cycling Network Plan:

Bloor Street West - Dupont Street (Keele Street to Sherbourne Street)
Yonge Street - (Avondale Avenue to Hendon Avenue)
Yonge Street - (South of Bloor Street)
St. Clair Avenue West- (O'Connor Drive to Victoria Park Avenue)
Yonge Street - (Gerrard Street to Front Street )
College Street - (Lansdowne Avenue to Brock Avenue)
Lansdowne Avenue (Bloor Street West to Dupont Street)

Scott Road/Beechborough Avenue /Castlefield Avenue
Dovercourt Road- (Sudbury Street to Davenport Road)
Dufferin Street/Ranee Avenue/Flemington Road/Blossomfield Drive/Varna Drive
Don River/Don Valley Parkway Crossing - (Richmond Street East -Adelaide Street East to Eastern Avenue)
Finch Avenue West - (Keele Street to Wilmington Avenue)

That City Council request the General Manager, Transportation Services to report to the Public Works and Infrastructure Committee by the first quarter of 2017 on options to permit/licence/register bicycles with the following goals:

1. generate revenue to fund infrastructure maintenance, expansion and improved service levels;

2. gather ridership data;

3. increase health and safety awareness, equipment standards and compliance; and

4. promote the City's Cycling App;

and such report to consider, but not be limited to:

a. limitations to target adult riders and consider commuter vs recreational use;

b. partnering with clubs and organizations;

c. reducing overhead and administrative burden by using distribution partners, including retailers;

d. use of a validation sticker and/or technology and information systems including RFID;

e. integration with cycling infrastructure performance standards and continuous improvement; and opportunities for Big Data gathering;

f. incentives to promote ridership and membership to cycling organizations; and

g. cost considerations, human resource impact, pricing, validity intervals, potential revenue, and

data/information value.

That City Council direct the General Manager, Transportation Services to report to Public Works and Infrastructure on the possibility of the use of seasonal cycle tracks in fourth quarter of 2016.

That City Council request the General Manager, Transporation Services, as part of the Cycling Network Plan objective to renew existing routes where there are opportunites to improve their safety and quality, to:

a.  undertake updated cycling counts for Dundas Street East in 2016 and, working with the area Councillors and local community, consider improvements to the Dundas Street East bicycle lanes such as updated lane markings, intersection improvements, green markings and opportunities for separation such as bollards; and

b.  increase the area of study for public consultation purposes for the Riverdale neighbourhood in Ward 30. 

That City Council request the General Manager, Transportation Services to initiate an extension of the Major Corridor Study on Yonge Street, currently underway from Sheppard Avenue to Finch Avenue, to include Finch Avenue to Steeles Avenue in 2017 as a separate study.

That City Council direct the General Manager, Transportation Services, as part of the implementation of the Bicycle Parking Strategy, to consult with the Director, Urban Design, City Planning and the cycling community, regarding best practices in architecture and design for new buildings to ensure that cycling access and egress from City streets to indoor and outdoor bicycle parking is efficient, safe and user-friendly.

Deputy Mayor Minnan-Wong, rising on a Point of Order, stated that he would like the Speaker to rule on whether Councillor Carroll's questions were a clarification of his motion.

Councillor Campbell, rising on a Point of Order, stated that Councillor Layton's questions of Councillor Holyday were not a clarification of his motion and did not require a reply.

That the General Manager, Transportation Services report directly to Council on which projects will likely involve the removal of a traffic lane or changes to parking/no-stopping bylaws.

That the General Manager, Transportation Services report directly to City Council on:

a.  a procedure by which a poll through the City Clerk is conducted for projects which require changes to parking and no-stopping by-laws, and/or the removal of a traffic lane, on roads in front of homes and businesses,

b.  the delegation of implementation decisions for those projects to the Community Council, or to Public Works and Infrastructure Committee, in the case where the project overlaps more than one district.

That Councillor McMahon's motion 2 be referred to the General Manager, Transportation Services for consideration.
