PW15.9 - Expanding Electric Vehicle Charging Stations in Toronto

Committee Decision
The Public Works and Infrastructure Committee:
1. Referred the following to the Acting General Manager, Transportation Services and the Director of the Energy and Environment Office for a report back to Public Works and Infrastructure Committee in the second quarter of 2017:
a. Letter (September 13, 2016) from Councillor McMahon;
b. Letter (September 13, 2016) from Councillor Fletcher;
c. Motion 1 by Councillor Holyday:
"That Recommendation 2 in the letter (September 13, 2016) from Councillor McMahon be amended to add the following:
'A strategy to increase the installation of Electrical Vehicle charging stations in new and existing private locations including residential developments, parking lots, industrial, commercial and retail sites.'"
d. Motion 2a by Councillor Robinson:
"That the Acting General Manager, Transportation Services be requested to consider in his forthcoming report, the feasibility of making the Toronto Green Standard for electric charging stations, a mandatory requirement."
Origin
Summary
The expansion of electric vehicle usage in Toronto has been hampered by a lack of convenient charging stations. To date, there are no on-street charging stations in our city and collaborations with third parties, such as car sharing companies, have not been fully explored.
In 2012, City Council supported an on-street electric vehicle pilot project. Unfortunately, the pilot did not take place and the report associated with this item was not submitted to City Council. Without this report many important questions regarding the City of Toronto’s policies on EV charging infrastructure have remained unanswered.
I am requesting that we resume the conversation in the City of Toronto regarding support for electric vehicle infrastructure. I recommend that the interdivisional ‘Electric Vehicle Working Group’ be reconstituted and that staff resume their work on developing policies and programs designed to expand EV charging stations.
