1. Requested the General Manager, Solid Waste Management Services to prepare a supplementary report addressing changes since the preparation of Item PW7.4 - Curbside Waste Collection Services Review: Comparison of Curbside Waste Collection Services East and West of Yonge Street and report back at its January 18, 2017 meeting.

 

2. Requested that the supplementary report scheduled for the January 18, 2017 meeting of the Public Works and Infrastructure Committee also include a review of options, including a tender, for contracting out waste collection, east of Yonge Street.

Summary

At its September 22, 2015 meeting, the Public Works and Infrastructure Committee deferred consideration of Item PW7.4 - Curbside Waste Collection Services Review:  Comparison of Curbside Waste Collection Services East and West of Yonge Street until the fourth quarter of 2016.  Since this time, changes have occurred, including availability of new data and metrics, a new collective agreement with CUPE 416, and additional analysis completed as a result of the 2017 budget process.  These changes are significant to the extent that much of the content of the aforementioned report is now out of date and an update is required.

 

The purpose of this report is to seek direction from the Public Works and Infrastructure Committee to direct the General Manager, Solid Waste Management Services to prepare a supplemental report addressing these changes for consideration at its January 18, 2017 meeting.

That Recommendation 1 of the report (November 3, 2016) from the General Manager, Solid Waste Management Services, be amended by replacing "January 18, 2017" with "November 28, 2017 as recommended by City staff and Ernst & Young LLP in September 2015", so that it reads:

 

"The Public Works and Infrastructure Committee direct the General Manager, Solid Waste Management Services to prepare a supplemental report addressing changes since the preparation of Item PW7.4 - Curbside Waste Collection Services Review: Comparison of Curbside Waste Collection Services East and West of Yonge Street and report in November 28, 2017 as recommended by City staff and Ernst & Young LLP in September 2015."

Summary

The purpose of this report is to present the findings on the comparison of curbside collection districts in terms of costs, diversion rates, service levels and performance. It also provides an analysis of the financial and collection implications associated with the scenarios for contracting out collection services east of Yonge Street (Districts 3 and 4). A review of waste collection service delivery approaches in similar jurisdictions has also been undertaken. An independent financial analysis verification of the analysis was conducted by Ernst & Young LLP and is provided in Appendix C.

 

Curbside waste collection services west of Yonge Street (Districts 1 and 2) are provided under contract by private sector service providers, and east of Yonge Street (Districts 3 and 4) are provided in-house by City staff. The analysis indicates that the current service delivery approach provides a competitive environment that is effective in terms of costs and performance.

 

There have been productivity improvements for in-house collection following the decision to contract out District 2. Provided that these gains are sustained and improved, the best value and lowest risk to the City of Toronto at this time is to continue with the current model.   A blend of in-house and private sector service provision also manages operational and financial risk and provides flexibility for the curbside waste collection system to adapt to changes.
