TE15.71 - Improving Traffic Safety in the Pocket

Community Council Decision

The Toronto and East York Community Council:

 

1.  Requested the Director, Transportation Services, Toronto and East York, to undertake the following short-term measures requested by the Pocket Community Association:

 

a.  painting lines on both sides of each bike lane on Jones Avenue (both a line separating the lane from parked cars as well as from traffic) to create a more effective and better respected bike lane;


b.  installation of 30km/h speed limit signage throughout the neighbourhood in a timely manner;


c.  painting crossing lines at the following intersections:


i.      east side and west side of Boultbee Avenue at Jones Avenue (crossing north/south)
ii.     Jones Avenue and Hunter Street (crossing north/south)
iii.    Shudell Avenue and Jones Avenue (crossing north/south)
iv.    Ravina Crescent and Jones Avenue (crossing north/south)
v.     Ravina Crescent and Baird Avenue (crossing east/west)
vi.    south and north side of Baird at Earl Grey Road (crossing east/west)
vii.   Chatham Avenue and Euston Avenue (crossing north/south)
viii.  Chatham Avenue and Phin Avenue (crossing north/south; crossing east/west)
ix.    Chatham Avenue and Jones Avenue (crossing north/south)
x.     Condor Avenue and Boultbee Avenue (crossing east/west)
xi.    Condor Avenue and Shudell Avenue (all directions)
xii.   Euston Avenue and Danforth Avenue (crossing east/west)
xiii.  Byron Avenue and Danforth Avenue (crossing east/west)


d.  painting stop lines at all other intersections with stop signs in the neighbourhood bounded by Jones Avenue to the west, the rail tracks to the south, Greenwood Avenue to the east, and Danforth Avenue to the north;


e.  review of the placement of stop signs and "no parking" signage near intersections to improve sightlines; and


f.  the installation of "No Access to Greenwood" signage on Boultbee Avenue, Shudell Avenue, Hunter Street, Baird Avenue and Ravina Crescent at Jones.

 

2.  Requested the Director, Transportation Services, Toronto and East York, to undertake a review of the long-term measures requested by the Pocket Community Association and to report back to the Toronto and East York Community Council with the findings on the following:


a.  options to improve safety of pedestrians crossing at Jones Avenue and Boultbee Avenue, including measures to improve sightlines and examining the use of rumble strips, raised roadways, bump-outs, and traffic signals;


b.  options to address student pick-up/drop-off locations at Blake Avenue and Boultbee Avenue as it pertains to school bus loading zones;


c.  the installation of a bump-out or other safety measures on the east and west sides of Jones Avenue at the location of the Strathcona Avenue pedestrian crossing;


d.  the installation of an all-way stop at Seymour Avenue and Shudell Avenue; and


e.  the installation of an all-way stop at Earl Grey Road and Baird Avenue.

Summary

The Pocket Community Association (PCA) has contacted my office on behalf of their membership and neighbourhood regarding traffic concerns in their community. The PCA's Safety Committee surveyed the neighbourhood on a number of proposals and worked closely with the Advanced Planning Studio of the School of Urban and Regional Planning at Ryerson University to review options for the neighbourhood.

 

Some of the proposals have sufficient community support to move forward immediately, while others require assistance from the City of Toronto for further study and review.
