Item - 2016.TE16.5

That City Council adopt the following recommendations contained in the supplementary report (June 1, 2016) from the Chief Planner and Executive Director, City Planning [TE16.5a]:

1.  City Council, delete and replace Policy 5.3 under Site and Area Specific Policy No. 509, with the following:

"Conserve the integrity of the property's cultural heritage values and attributes, including the 19th century Chester Public School."

2.  City Council delete and replace Policy 5.4 under Site and Area Specific Policy No. 509, with the following:

"Avoid negative impacts on the rear yard amenity of properties in adjacent Neighbourhoods."

3.  City Council delete and replace Policy 6.1(g) under Site and Area Specific Policy No. 509, with the following:

"Provide a Heritage Inventory including properties on the City's Heritage Register and other properties with heritage potential."

4.  City Council determine that the revisions made to the Draft Official Plan Amendment 343 and Site and Area Specific Policy No. 509 are technical in nature and no further public notice is required.

That:

1.  Toronto East York Community Council delete Recommendations 2, 4 and 5 in the report (April 22, 2016) from the Director, Community Planning, Toronto and East York District, and replace them with the following new Recommendations:

2.  City Council adopt the Urban Design Guidelines, subject to any stylistic or technical changes, attached as Attachment 8 to the report (April 22, 2016) from the Director, Community Planning, Toronto and East York District,

4.  City Council direct the Chief Planner and Executive Director, City Planning Division to report to the Toronto Preservation Board and Toronto and East York Community Council by the end of 2016 on the heritage potential properties identified for inclusion on the City of Toronto's Heritage Register in Urban Design Guidelines attached to this report.

5.  City Council direct the General Manager of Transportation Services to undertake a review of the potential to implement pedestrian crossing pavement lines on the north leg of the signalized intersection of Broadview Avenue and Chester Hill Road, in addition to the existing pedestrian crossing pavement lines on the south leg, and report to Public Works and Infrastructure Committee by the fourth quarter of 2016.

2.  That Attachment 7 to the Staff Report report (April 22, 2016) from the Director, Community Planning, Toronto and East York District (Draft Official Plan Amendment) be amended to correct a typographical error in policy #2 to OPA 343 to the Official Plan as follows:

2. Amendment to redesignate the City-owned property on the southeast southwest corner of Broadview Avenue and Gamble Avenue from Neighbourhoods to Parks and Open Space Areas – Parks.

3.  That Attachment 7 to the report (April 22, 2016) from the Director, Community Planning, Toronto and East York District, (Draft Official Plan Amendment) be amended to correct Map 1 so that the properties at 1123-1129 Broadview Avenue be excluded from Character Area E and form part of Character Area D instead.
 

4. That Attachment 8 to the report (April 22, 2016) from the Director, Community Planning, Toronto and East York District, (Urban Design Guidelines) be amended to identify the existing boundaries by related addresses of each Character Area as follows:

80 Danforth Avenue, 778 to 958 Broadview Avenue

90 Danforth Avenue, 769 to 883 Broadview Avenue

Area B

885 to 1007 Broadview Avenue

Area C

958 Broadview Avenue to and including the Charles Sauriol Parkette

Area D

1015 to 1129 Broadview Avenue

Area E

1102 to 1276 Broadview Avenue

1135 to 1277 Broadview Avenue

1 Fernwood Gardens

2 Gamble Avenue
