The City-School Boards Advisory Committee recommends to the Executive Committee that:

 

1.  City Council request the Government of Ontario to align school capital and operating budget allowances with the Ontario Climate Change Strategy and Action Plan to support Toronto school boards in meeting their requirements under the Toronto Green Standard and Green Roof Bylaw, which are consistent with the provincial Plan.

The City-School Boards Advisory Committee:

 

1. Requested the Executive Director, Social Development, Finance and Administration, in consultation with school board staff, to report to the November 1, 2016 meeting of the City-School Board Advisory Committee on which Toronto Green Standards are funded in the capital grants provided for school capital projects.

 

The Project Manager, Strategic Initiatives and Policy Analysis, City Planning, gave a presentation on Toronto Green Development Requirements and Green Roof By-law.

Summary

Greening new development helps to reduce future infrastructure demands and environmental impacts, making a healthier, more livable city. In 2009, City Council approved the Toronto Green Standard (TGS), a two-tier set of environmental performance measures applied during the planning process to create more sustainable developments and help build a resilient city. Also, in 2009 Council adopted the City's Green Roof By-law, making Toronto the first City in North America to have a by-law to require and govern the construction of green roofs on new development.  

 

In this presentation, Jane Welsh, Project Manager, Strategic Initiatives and Policy Analysis, City Planning, City of Toronto, will review the Toronto Green Standard including the Green Roof By-Law. The presentation will provide an opportunity for the Committee to better understand the TGS and what additional funding the boards will need to meet the requirements.

1 - Motion to Amend Item moved by Councillor Josh Matlow (Carried)

That City Council request the Government of Ontario to align school capital and operating budget allowances with the Ontario Climate Change Strategy and Action Plan to support Toronto school boards in meeting their requirements under the Toronto Green Standard and Green Roof Bylaw, which are consistent with the provincial Plan.


2 - Motion to Amend Item moved by Trustee Jo-Ann Davis (Lost)

That the City-School Boards Advisory Committee recommend that City Council amend the Toronto Green Standard requirements to provide that any future Toronto Green Standard requirements of Toronto school boards include a proviso that they be fully funded by the Ministry of Education, should they require one-time capital and / or ongoing funding by the Toronto school boards to implement.

The Chair ruled Motion 2 redundant as the intent of the motion was contrary to the intent of Motion 1.
