City Council on January 31, 2017, adopted the following:

 

1. City Council amend its decision on Item LS15.1 by replacing Part 2 with the following:

 

City Council amend Chapter 349, Animals to:

 

a. prohibit the unsupervised tethering of an animal for longer than one hour;

 

b. prohibit the use of choke collars, choke chains, pronged collars or any similar device on dogs, but does not include martingale collars; and

 

c. exempt the Toronto Police Service from the provisions of Chapter 349, Animals.

That City Council re-open Item LS15.1 for further consideration only for the purpose of dealing with:

 

a. the tethering of animals; and

 

b.  the use of certain collars.

That Recommendation 1 be amended so that it now reads as follows:

 

1. City Council amend its decision on Item LS15.1 by replacing Part 2 with the following:
