City Council Decision
City Council on July 4, 5, 6 and 7, 2017, adopted the following:
1. City Council again request the Ministry of Education to undertake the policy and regulatory changes required to recognize early learning and child care as a key component of the education continuum and to improve the school funding formula to include the occupancy cost and provide security of tenure of early learning and child care space in schools.
2. City Council request the General Manager, Children's Services and the Deputy City Manager and Chief Financial Officer to include, as base funding pressure, grant funding for occupancy costs in child care centres located in the four district school boards, for consideration in the 2018 Operating Budget for Children's Services with other city priorities, and to continue work to identify and implement alternative funding.
3. City Council direct the General Manager, Children's Services to report to the Community Development and Recreation Committee whenever a School Board issues a notice to vacate space used for child care purposes that would result in a reduction in service or licensed spaces.

That recommendation 1 be amended as follows:
1. City Council again request the Ministry of Education to undertake the policy and regulatory changes required to recognize early learning and child care as a key component of the education continuum and to improve the school funding formula to include the occupancy costs and provide security of tenure for early learning and child care space in schools.
That:
1. City Council direct the General Manager, Children's Services and the Deputy City Manager and Chief Financial Officer to include grant funding for occupancy costs in child care centres located in the 4 district school boards in the 2018 Base Operating Budget for Children's Services, and to continue work to identify and implement alternative funding.
That:
1. City Council direct the General Manager, Children's Services to report to the Community Development and Recreation Committee whenever a School Board issues a notice to vacate space used for child care purposes that would result in a reduction in service or licensed spaces.
That:
1. City Council write to the Toronto District School Board before June 14, 2017 to request that the Toronto District School Board not displace Church Street Child Care Centre Infant and Toddler programs from exclusive use space for its 26 licensed infant and toddler space; and request that the General Manager, Children's Services work with Toronto District School Board staff to protect the child care space in Church Street Public School.
That Motion 4 moved by Councillor Wong-Tam be withdrawn.
