Item - 2017.ED21.5

That:

1. City Council direct that the payment of $260,000 in City of Toronto funding for Pride Toronto be conditional upon Pride Toronto reaffirming its core value of inclusivity by welcoming uniformed officers from Toronto Police to participate as they wish in the parade celebrations, to the satisfaction of the General Manager, Economic Development and Culture; and

2. City Council direct the General Manager, Economic Development and Culture to conduct a review of the Major Cultural Organizations program guidelines to ensure that they support the grant program’s objective of inclusivity as reflected in the City of Toronto Community Grants Policy's core value of diversity and equity.

That City Council direct the General Manager, Economic Development and Culture Division to change the name of the Major Cultural Organizations (MCO) program to the Political Correctness Funding program.

That City Council direct that, as a condition of Pride Toronto receiving a grant, Pride Toronto and Parade participants must be respectful to the City, City By-laws, City Staff, the Police and any other emergency service providers, and, if they should be disrespectful in any way, their funding will be reviewed by the General Manager, Economic Development and Culture and may be withdrawn.

That:

1.  City Council direct the General Manager, Economic Development and Culture to develop a consistent policy which will enhance transparency and fairness and guide the waiving of permit and in-kind service fees for festivals and events by Agencies and Divisions, and to report back to Council through the Economic Development Committee on the policy.

2.  City Council direct the General Manager, Economic Development and Culture to report back to the Economic Development Committee on the status of waived permit and City Division/Agency services details for the 2017 Major Cultural Organizations and details on what was charged back to the Major Cultural Organizations, and the status of payment/receipt.

3.  City Council direct that the details of in-kind or billed services by City Divisions and Agencies be included in future reports to Council concerning the approval of grants to Major Cultural Organizations.

Amended by motion 4 by Councillor Thompson.

That City Council amend motion 3 by Councillor Holyday by deleting the words "General Manager, Economic Development and Culture" in recommendations 1 and 2 and inserting the words "City Manager" so that recommendations 1 and 2 now read as follows:

1.  City Council direct the City Manager to develop a consistent policy which will enhance transparency and fairness and guide the waiving of permit and in-kind service fees for festivals and events by Agencies and Divisions, and to report back to Council through the Economic Development Committee on the policy.

2.  City Council direct the City Manager to report back to the Economic Development Committee on the status of waived permit and City Division/Agency services details for the 2017 Major Cultural Organizations and details on what was charged back to the Major Cultural Organizations, and the status of payment/receipt.

Councillor Mammoliti, rising on a Point of Privilege, stated that he wished to receive information from staff on all the groups that Council has denied a grant to before the vote at 2:00 p.m.

Councillor McConnell, rising on a Point of Order, stated that the item before Council only pertains to the Major Cultural Organizations which have all been funded, and not to all grant requests received by the City, and that Councillor Mammoliti does not require the requested information to decide on this item.

Councillor Mammoliti, rising on a Point of Privilege, stated that another Member cannot tell him what information he needs to vote on a matter.

Councillor Davis, rising on a Point of Order, stated that there were no other applicants for funding, so the General Manager, Economic Development and Culture would not be able to provide further information to Councillor Mammoliti.

Councillor Augimeri, rising on a Point of Privilege, stated that she wished to know which group Councillor Pasternak was referring to when he used the term "hate group".

Councillor Augimeri, rising on a Point of Order, stated that she wished the Speaker to rule on whether this was an appropriate comment.

Councillor Mammoliti, rising on a Point of Privilege, stated that Councillor Fletcher's comments were insulting to Catholic people who attend the Santa Claus parade.

Councillor Shan, rising on a Point of Order, stated that Councillor Mammoliti had addressed the public gallery directly instead of speaking to the Chair.

Councillor Shan, rising on a Point of Order, stated that members of the public cannot respond or defend themselves when Members address them directly, and that Members should address their remarks to the Chair.

Councillor Perks, rising on a Point of Order, stated that he wished to know the Speaker's ruling on Councillor Shan's Points of Order.

Councillor McMahon, rising on a Point of Privilege, stated that Councillor Karygiannis had used unparliamentary language to refer to his constituents.
