The Executive Committee:

1.  In accordance with Section 134 of Toronto Municipal Code, Chapter 27, Council Procedures, requested the Chairs of the Public Works and Infrastructure Committee and the Licensing and Standards Committee to call a joint meeting in the fourth quarter of 2017 to consider the Sidewalk Café and Marketing By-law and Sidewalk Café Design Manual.

At its meeting on April 12, 2017, the Public Works and Infrastructure Committee considered Item PW20.9 - A Framework for the Toronto Sidewalk Café Design Manual.  The Committee directed the General Manager, to complete additional stakeholder consultation and report back in the fourth quarter of 2017.

At its meeting on April 18, 2017, the Licensing and Standards Committee considered Item LS18.2 - Framework and Consultation Plan for a Harmonized Sidewalk Café and Marketing By-law.  The Committee, among other things, requested staff to undertake stakeholder consultation and report back with a harmonized by-law in the fourth quarter on 2017.

As these issues are interconnected and overlap the mandates of both these Committees, we recommend that, in the interests of efficiency and full debate and discussion, the Chairs of Public Works and Infrastructure and Licensing and Standards Committee call a joint meeting of these Committees in the fourth quarter of 2017 to consider these matters and submit joint recommendations to City Council.
