City Council on January 31, 2017, adopted the following:
1. City Council request the City Manager to report to the Executive Committee with an update on Tree Policy amendments, including the feasibility of requesting necessary amendments which would allow for the possibility of delegating authority to Community Councils and/or the Director, Urban Forestry.

Motions (City Council)
That City Council amend from Etobicoke York Community Council Recommendation 1 by adding the words
"and or the Director of Urban Forestry" so that the Recommendation now reads as follows:
1. City Council request the City Manager to report to the Executive Committee with an update on Tree Policy amendments, including the feasibility of requesting necessary amendments which would allow for the possibility of delegating authority to Community Councils and / or the Director, Urban Forestry
That City Council amend the Etobicoke York Community Council Recommendation by adding the words "such report to include an analysis of damage to sidewalks caused by trees" so that it now reads as follows:
1. City Council request the City Manager to report to the Executive Committee with an update on Tree Policy amendments, including the feasibility of requesting necessary amendments which would allow for the possibility of delegating authority to Community Councils, such report to include an analysis of damage to sidewalks caused by trees.

Councillor Perks, rising on a Point of Order, stated that the Procedures By-law cannot be amended without notice at a prior meeting and a vote in the affirmative by two-thirds of the Members. Councillor Perks asked the Speaker to clarify whether Item EY19.41 constituted an amendment to the Procedures By-law.
