Summary
Portrait Artists are an integral part of street entertainment who add to the diverse flavour of street life in the City of Toronto.
Currently there are only one (1) or two (2) artists who are regulated by the respective, corresponding licence, as it is more restrictive and costly than a regular sidewalk Vending Permit. If this reality continues, the City will be in danger of losing a cherished form of street entertainment entirely.
The City is in the middle of a comprehensive review of Chapter 740. The following recommendation will allow staff to study the impacts, if any, of amending Chapter 740 for Portrait Artists, and facilitate informed decision-making when a report is brought forward in the fall of this year.
