Community Council Decision

North York Community Council directed that:

 

1. City Planning staff review this application in conjunction with the Laird in Focus Planning Study.         

 

2.  City Planning staff schedule a community consultation meeting for the lands at 815-845 Eglinton Avenue East together with the Ward Councillor.

 

3.  City Planning staff give notice for the community consultation meeting to landowners and residents within 120 metres of the site, and that the notice area of the community consultation meeting be extended to include, in addition to the 120 metre radius notice area, all Leaside and Bennington landowners and residents within the area bounded by lands on the north sides of Kilgour Road and Glenvale Road to the north, the Don River to the east, the CP rail corridor to the south, Moore Park Ravine/Beltline Trail to the west, Moore Park Avenue to the north and the lands on the east side of Bayview Avenue; and that the applicant pay the City for the costs associated with extending the notice area.

 

4.  City Clerk's staff give notice for the public meeting under the Planning Act according to the regulations of the Planning Act.

Summary

This application proposes the redevelopment of the existing 3.46 hectare (8.8 acre) site at the southeast corner of Eglinton Avenue East and Laird Drive.  The proposal consists of a total gross floor area of approximately 132,941 square metres, including 16,132 square metres of retail, 116,107 square metres of residential uses (1,435 dwelling units), a new public park (0.34 ha), privately-owned publicly accessible space (POPS 1,687 square metres), community space (701 square metres) and a network of public and private streets.  The proposal includes 7 buildings with heights of 6, 8, 9 and 12 storeys along Laird Drive and Eglinton Avenue East and a 26 storey and two 34-storey buildings towards the southeast portion of the site.  The overall floor space index proposed for this project is 3.7 times the area of the lot.

 

The proposal will be reviewed in conjunction with the Laird in Focus planning study currently underway.  The Study is a comprehensive review of the anticipated growth around the Laird Drive and Eglinton Avenue East area and builds on the work of Eglinton Connects.  The Study will result in a new planning framework to guide future development for this area.

 

This report provides preliminary information on the above-noted application and seeks Community Council's directions on further processing of the application and on the community consultation process.

That North York Community Council:

 

1. Adopt the staff recommendations in the Recommendations Section of the report (December 12, 2016) from the Director, Community Planning, North York District, with Recommendation 2 being amended to include the following:

 

"That the notice area of the community consultation meeting be extended to include, in addition to the 120 metre radius notice area, all Leaside and Bennington landowners and residents within the area bounded by lands on the north sides of Kilgour Road and Glenvale Road to the north, the Don River to the east, the CP rail corridor to the south, Moore Park Ravine/Beltline Trail to the west, Moore Park Avenue to the north and the lands on the east side of Bayview Avenue; and that the applicant pay the City for the costs associated with extending the notice area."
