City Council Decision
City Council on April 26, 27 and 28, 2017, adopted the following:
1. City Council amend Zoning By-law 438-86, as amended, substantially in accordance with the revised draft Zoning By-law Amendment attached as Attachment 1 to the supplementary report (April 24, 2017) from the Chief Planner and Executive Director, City Planning.
2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.
3. City Council determine that no further notice is required in respect of the revised draft Zoning By-law Amendment.

That City Council adopt the following recommendations contained in the supplementary report (April 24, 2017) from the Chief Planner and Executive Director, City Planning [TE23.9a]:
1. City Council delete Toronto and East York Community Council Recommendation 1 and replace it with the following:
1. City Council amend Zoning By-law 438-86, as amended, substantially in accordance with the revised draft Zoning By-law Amendment attached as Attachment No. 1 to this report (April 24, 2017) from the Chief Planner & Executive Director, City Planning.
2. City Council determine that no further notice is required in respect of the revised draft Zoning By-law Amendment.

Community Council Recommendations
The Toronto and East York Community Council recommends that:
1. City Council amend Zoning By-law 438-86, as amended, substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 3 to the report (March 17, 2017) from the Director, Community Planning, Toronto and East York District.
2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.

The Toronto and East York Community Council directed Chief Planner and Executive Director, City Planning to report directly to City Council on Communication TE23.9.2, respecting issues of transition to the new zoning provisions.
The Toronto and East York Community Council held a statutory public meeting on April 4, 2017, and notice was given in accordance with the Planning Act.
Origin
Summary
This proposal is to amend the Zoning By-law to update the regulations respecting restaurants and related uses on Queen Street East between the east side of Woodbine Avenue and the west side of Nursewood Road in Ward 32.
Staff are recommending a number of amendments to the Zoning By-law which seek to balance the concerns of the residents and the business/property owners. The cumulative effects of the amendments aim to continue to limit the overall impacts of restaurants and related uses on adjacent residential areas, while improving options and allowing opportunities for new restaurants and related uses to open and prosper.
This report reviews and recommends approval of amendments to the Zoning Bylaw.
