TE25.9 - 1177 Danforth Ave - Zoning Amendment Application - Final Report

City Council Decision
City Council on July 4, 5, 6 and 7, 2017, adopted the following:
1. City Council amend Zoning By-law 438-86, for the lands at 1177 Danforth Avenue substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 10 to the report (May 26, 2017) from the Director, Community Planning, Toronto and East York District.
2. City Council amend Zoning By-law 569-2013 for the lands at 1177 Danforth Avenue substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 11 to the report (May 26, 2017) from the Director, Community Planning, Toronto and East York District.
3. City Council exclude the subject site (1177 Danforth Avenue) from Permit Parking Area 8B and require the Applicant to provide appropriate notice to potential purchasers and their prospective tenants.
4. City Council direct Transportation Services to review the vehicular traffic added to the public lane system approximately one (1) year after occupancy of the proposed building at 1177 Danforth Avenue and to report back to Toronto and East York Community Council with any updated findings.
5. City Council direct the final Site Plan Approval to include formalizing the use of the proposed vehicular access at Greenwood Avenue as the primary vehicular access point for all vehicles entering and exiting the subject site, the addition of signage to direct traffic on the laneway system and advise drivers of the existing daycare space west of the subject site, and to add City-standard speed bumps on the laneway system where appropriate, in addition to other safety features determined through final Site Plan review.
6. City Council require the Applicant to submit a construction management plan and establish a construction management working group, prior to final Site Plan Approval, to the satisfaction of the Ward Councillor, in consultation with the local community, including the Danny Business Improvement Area.
7. City Council require the Applicant to create a publicly accessible website with regular construction updates and post the website address on the subject site - 1177 Danforth Avenue.
8. City Council request the Applicant to include a minimum of 75 percent of advertisement surface area on the construction hoarding to be allocated to artwork at their sole cost in collaboration with East End Arts and to the satisfaction of the Ward Councillor.
9. City Council require the Applicant, in consultation with Transportation Services, to maintain any bike lanes, and install appropriate signage to inform drivers and cyclists of any changes to the bike lanes through the construction process.
10. City Council require the Applicant to clearly consult and communicate all construction, parking, and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications.
11. City Council delegate the authority to issue the final Site Plan to the Chief Planner and Executive Director, City Planning or designate.
12. City Council require the applicant to resurface the public lanes located to the west and to the south of the subject site - 1177 Danforth Avenue - in their entirety as part of the site plan approval process.
13. City Council request Transportation Services to work with Children's Services to erect appropriate signage in the laneway to alert drivers of the day care operation on the lane.
14. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendments as may be required.

Community Council Recommendations
The Toronto and East York Community Council recommends that:

Origin
Summary
The applicant, Hunter and Associates Ltd., on behalf of the landowner, 1177 Danforth Avenue Ltd., submitted a rezoning application that proposes to develop the site with a 9-storey, mixed-use building with a total height of 29.75 metres and a total floor space index (FSI) of 4.01 at 1177 Danforth Avenue. The proposed building will include 92 residential units, with a residential gross floor area (GFA) of 6,293.12 square metres, above 722 square metres of non-residential/retail GFA at grade. Sixty-five vehicular parking spaces, and 115 bicycle parking spaces, will be provided on the site, primarily within two-levels of below grade parking.
The proposed building represents appropriate intensification along Danforth Avenue that conforms with the Official Plan and is consistent with the Avenues and Mid-Rise Buildings Guidelines. The proposed building fits within the existing and planned context and character of this area of Danforth Avenue and will contribute to the fine-grain retail rhythm of the area.
This report reviews and recommends approval of the application to amend the Zoning By-law.
