City Council Decision

City Council on April 24, 25, 26 and 27, 2018 elected Councillor Glenn De Baeremaeker as Deputy Speaker for the balance of the Council term ending on November 30, 2018.

City Council Decision Advice and Other Information

Speaker Nunziata advised City Council that the following Members had been nominated for the position of Deputy Speaker:

Councillor Gord Perks

 

Speaker Nunziata advised City Council that each nominee may speak, in alphabetical order, for up to five minutes if they wish.

 

The nominees did not address City Council.

 

Speaker Nunziata asked the City Clerk to instruct the Members on the balloting process.

 

The City Clerk advised Members of Council as follows:

 

Council will proceed with the election of the Deputy Speaker by ballot.

 

Members of Council, you will now be issued a ballot. 

 

Please remember to sign and print your name on your ballot.  Ballots that do not contain both the signature and name of the Member will be rejected from the count.

 

Please remain seated and silent during the balloting process.

 

The City Clerk distributed the ballots to the Members of Council. Once all ballots had been cast and collected, the City Clerk tallied the results.

 

The City Clerk announced the results of the ballot as follows:

As the candidate who received more than one-half of the votes of the Members of Council present and voting, the City Clerk declared Councillor Glenn De Baeremaeker elected as Deputy Speaker for the balance of the 2014-2018 term of Council.

Councillor Mike Layton nominated Councillor Gord Perks for the position of Deputy Speaker.


2 - Nomination of a Member by Mayor John Tory

Mayor John Tory nominated Councillor Glenn De Baeremaeker for the position of Deputy Speaker.


Point of Order by Councillor Mike Layton

Councillor Layton, rising on a Point of Order stated that he wished to know what section in the Procedures by-law allows the Mayor to speak first on an item.

Speaker Nunziata, accepted the Point of Order and ruled that the Mayor would speak first on this Item.

Mayor Tory, rising on a Point of Order stated that he wished the Speaker to rule on whether he could speak first on an Item.

Speaker Nunziata, accepted the Point of Order and asked the City Clerk to respond. The City Clerk advised Council that Section 27-90 of Municipal Code, Chapter 27, Council Procedures allows the Mayor to choose to be the first or last speaker during debate.

Councillor Fletcher, rising on a Point of Privilege, stated that she wished the Speaker to rule in a neutral tone.
